Research On The Linkage Between The Increase And Decrease Of Urban And Rural Construction Land In Small And Medium-sized Cities

With the improvement of material and cultural needs,more and more people are flooding into cities.Limited land resources can no longer meet the needs of the people.Urban expansion has become an inevitable choice for economic development.In the rapid expansion of cities in China,people's lives have been greatly enriched,but at the same time,it also brings a series of problems,such as the reduction of arable land,environmental pollution and so on.Therefore,the government began to introduce a series of measures to change this situation.The link between urban and rural construction land increase and decrease came into being under the situation of land shortage in the process of urban expansion.The birth of the link between increase and decrease effectively solved the long-term imbalance between construction land and cultivated land,and played a positive role in China's economic development and resource allocation.However,with the continuous extension of space and time,problems in the pilot work of linking urban and rural construction land increase and decrease gradually emerge.Some small and medium-sized urban areas begin to appear such phenomena as abuse of indicators,difficulty in demolition and relocation,which makes the policy difficult to implement.In order to make this policy sustainable for a long time,we need to solve the most fundamental problems.This paper takes Tianmen City as a typical small and medium-sized city to research.Firstly,it puts forward the significance of the research on the implementation of the increase-decrease linkage in Tianmen City.Through literature search,it understands the current situation of the research on the increase-decrease linkage at home and abroad,and then elaborates the meaning and evolution of the policy of the increase-decrease linkage in urban and rural construction land in China.Starting from the problems such as difficult implementation of policies,long shelf period of projects and insufficient operating funds,this paper makes an in-depth analysis,and combines with the current situation of the implementation of the increase-decrease linkage in Tianmen City,strives to explore the difficulties encountered in the implementation of the increase-decrease linkage in Tianmen City.To solve these problems,this paper uses questionnaire survey,field interviews and data analysis to conduct empirical research.This survey selected four administrative villages in Tianmen City to conduct a questionnaire survey,and interviewed the Tianmen City Increase and Decrease Linked Working Group.The results of the questionnaire survey show that the demolition of Tianmen City is difficult at present,and there are some difficulties in land expropriation compensation.Farmers are quite disgusted with the demolition of Tianmen City.In the interview with the working group on the link between increase and decrease,we learned that there are some problems in the work of the link between increase and decrease in Tianmen City,such as the gradual reduction of demolitible land,the increase of demolition costs and the opacity of policies.In order to analyze these problems more accurately,this paper transforms Smith's model of policy implementation process,dividing the analysis process into policy and institutional factor analysis;impact analysis of executing agencies and executives;impact analysis of psychological behavior of policy target groups;impact analysis of policy environment.Through the analysis,it is found that the root cause of the implementation of the increase-decrease linkage in Tianmen City lies in the backwardness of the city's economic level,the high level of fiscal deficit,the lack of resources and other factors.This paper puts forward some measures to solve the problems existing in the linkages between increase and decrease in Tianmen City,such as establishing an index cross-regional trading platform,improving the communication between the government and the public,strengthening the supervision of policy implementation process,developing e-government to simplify the examination and approval,and speeding up the implementation of Rural Revitalization strategy.Finally,some incomplete aspects of the study are put forward,and the future research is prospected.
