It is a crucial period of building a moderately prosperous society and accelerated industrialization and urbanization for China now and in the following years. The encroachment on cultivated land in the urban development is unavoidable. The quantity of land averaged to great population is lacking, which indicates that the contradiction between human and land is outstanding. With contradiction between supply and demand of the land becoming increasingly intense, the rural land is still used inefficiently and disorderly; the land use structure is irrational. How to ensure the dynamic balance of the total arable land, promote rural urbanization, make the rural land use efficiently become the mission of rural habitat consolidation. The Increase and Decrease Connection of Urban and Rural Construction Land policy can not only allocation rural existing land resources, improve the living condition of peasant, make the rural land use efficiently; but also are the effective ways and means of alleviating the contradiction between supply and demand of construction land. So studied on the rural habitat consolidation and the planning of the increase and decrease connection of urban and rural construction land has very important practical significance.Based on the theory study of rural consolidation and the Increase and Decrease Connection of Urban and Rural Construction Land, this paper took Zaoyang City as a case study, analyzed the supply and demand situation of the urban and rural construction land in Zaoyang City and calculated the potential of rural habitat consolidation in Zaoyang City. According to the result of the potential of rural habitat consolidation, this paper studied on the planning distribution of the Increase and Decrease Connection of Urban and Rural Construction Land in Zaoyang City.The conclusions of this paper are as follows:(1)With contradiction between supply and demand of the land becoming increasingly intense, the rural land is still used inefficiently and disorderly. Till 2020, there will be a lack of 846.14 hm2 urban construction land for the central city of Zaoyang only. However, the per capita rural habitat land reached to 270.02 m2 in 2007. There have a large consolidation potential of rural habitat in Zaoyang.(2)Using the method of per capita construction land criterion, it calculated the theoretical potential of rural habitat consolidation in Zaoyang. The result demonstrated that till 2020 the theoretical potential of rural habitat consolidation in Zaoyang are 10766.67 hm2.(3)On the basis of the element trait that effect the rural habitat consolidation potential, it selected related index from the nature, economy and social aspect and ascertained error correction index system of rural habitat consolidation. Furthermore, it calculated the weight of each index by using the AHP and corrected the theoretical potential of rural habitat consolidation in Zaoyang. It concluded that the practical potential would be 6441.75 hm2 which takes up 59.83% of the theoretical potential till 2020.(4)According to the diversity of the land productivity and regional economic development potential, the 16 evaluation units in Zaoyang were divided into four types of regions which provide land use allocation model for the Increase and Decrease Connection of Urban and Rural Construction Land.
