Research Of Rural Financial Reform In Ankang Region

Rural areas, agriculture and farmers are known as the three rural issues in China. As the world’s largest agricultural country, the three rural issues are the core issues of China modernization and become the main tasks of the reform. In the new period, considering the country’s domestic economic transformation development and strategic of overall planning of the urban and rural areas, China proposes to tilt the financial resources to resolving the three rural issues.The people’s bank of China, the relevant ministries and local government have cooperated purposefully to push for financial reform pilot in some area in recent years.The layout of the regional financial reform covers the developed coastal regions, central industrial transition regions,western underdeveloped regions and ethnic frontier regions,the content of the regional financial reform involves financial opening to the outside world,convertibility of RMB capital account, cross-border RMB business, rural financial reform, Regulation of civil finance and cross-border financial cooperation, etc. Shaanxi Ankang region is located in the hinterland of Qinba mountain areas. According to the unified deployment of the central party and the state council,the people’s bank of China coordinates with local government to take many measures to guide financial institutions to increase credit to the rural and encourages them to carry out agricultural financial product and service innovation. These efforts aiming at guiding capital into the rural financial sector and supporting the development of the rural market, play an important role to solve the three rural issues.But as a systemic, large and complex project, the rural financial reform suffers a big risk with many deep contradictions unsettled.Meanwhile, the poverty areas are still widely exist in China, rural financial repression and the insufficiency of rural financial effective demand will coexistence for a long time, poverty alleviation and development task is still very tough. An Effective financial reform is an important means to solve the poverty problem and the three rural issues, and has a very important realistic meaning and historic significance.This paper mainly analyzes the background, present situation, existing problems and solution of financial reform in rural poor areas from financial perspective, in order to make reference to the readers.
