For a long time,with the continuous development of the cause of higher education,people's chances of receiving education fair,basic education has become the education fair development.Therefore,in the process of reform and development of education in one hundred,the first thing to update education method,sets up the new concept of talent training,so as to promote the all-round development of human beings.Education fair is the starting point of social justice,this is the focus of education reform in our country sex,is the extension of social equity values in education field.With the continuous development of education cause in our country,the people to accept the chance of education fairness realized basically.School sports resources is an important part of school sports work,however,because of the influence of the history and reality,and many other factors,in each small and medium-sized cities and villages.This study in Ankang municipality as the research object in urban and rural primary and secondary school physical education,Using the literature material law,questionnaire survey,on-the-spot investigation method,expert interview method,comparative method and so on research methods,From the physical education teachers,sports facilities,sports education funding situation,the physical education curriculum resources,the sports education policy system,these five resources laws and regulations Ankang municipality city and the current situation of rural primary and secondary schools in 25 in-depth study,by comparing with survey data analysis,draw the conclusion:In rural primary and secondary schools sports education resources configuration,regardless of the teacher resources in the aspects such as age,educational background,title,school sports venues,facilities and conditions;Urban basic can meet the needs of sports teaching of primary and secondary schools,primary and secondary school physical education curriculum has opened,and so on and so forth and sports education conditions are better than the rural small and medium-sized.Research conclusions are as follows:Ankang municipality urban and rural primary and middle school sports resources has great differences,Ankang municipality urban and rural primary and secondary schools in physical education teacher resources have a certain gap,Number of PE teachers and professional development level of imbalance is the main cause of gap between urban and rural areas gradually increase;Ankang municipality urban and rural primary and secondary schools in the facilities resources,a serious shortage of rural primary and middle school sports venues and equipment;Ankang municipality countryside elementary and middle schools sports funding situation is not optimistic,should increase funding injection,to ensure balanced school sports facilities equipped with between urban and rural areas;Ankang municipality urban and rural primary and secondary schools in the school sports curriculum content resources on significant difference,Differences in education concept is also the important cause of school sports resources difference between urban and rural areas;Ankang municipality urban and rural primary and secondary schools there are differences in laws and regulations,policy system,proper system of its government to control,To ensure that urban and rural students' equal rights and balanced development,encourage students to enjoy equal sports education,and really protect the sports education rights and interests of the urban and rural primary and middle school students.Combined with local actual situation proposed the following Suggestions:To advance the rural teachers team construction,and further perfect the management system of teachers;The government should strengthen the financial investment,to ensure that the school sports education fund to do special fund is special;Should develop characteristic of traditional sports,to improve the rural school curriculum content resources development;Construction of the advantages of school characteristics,guarantee the normal development of physical education and stimulate students' interest in physical education;Transform,weak school make modern teaching equipment,teaching material,sports ground,speed up to narrow the gap in between the urban and rural education resources.
