Research On The Financing Mode And Supporting Policies Of Southern Sichuan Inter-city Railway

In the document of Railway’s Twelfth Five-year Plan, China Railway Corporation puts forward that the key task is to develop the west railway construction, expand its network. This is the golden age to speed up the development of Sichuan railway construction. The Southern Sichuan city group owns dense population, advantageous natural conditions and rich mineral resources. With the construction of Southern Sichuan inter-city railway, goods and people will go fast, consumer demand will increase, the local infrastructure construction and industry will also innovate.We used to raising construction money by bank loans or the Railway Construction Fund. The shortage of money slows down the speed of railway construction. Because of the lack of money on railway construction, Sichuan provincial government must innovate the financing mode, open up new means of financing and realize the diversification of investing entities and the sources of rail finance.In this thesis, I mainly discuss the financing mode and supporting policies of Southern Sichuan inter-city railway by using the research methods of macro environment analysis, combination of theory and practice and comparative analysis. Through analyzing the advantages and disadvantages of BOT, PPP, resource financing, fund financing, bond financing and the sources of funds, I build a suitable diversified financing mode. Refer to the government documents of other provinces or cities, I discuss the policies of introduction of social capital, land supporting, taxation supporting and franchise.The key problem of this thesis is to analyze the investment feature of Southern Sichuan inter-city railway and the source of its funds, then compare and select an appropriate financing mode and supporting policies. On this basis, speed up the construction of Southern Sichuan inter-city railway and accelerate its marketization.
