Study On The PPP-based Construction And Management System Of Guanzhong Inter-city Railway Network

The construction of Guanzhong’s inter-city railway network is of great significance for promoting economic and social development in Shaanxi province, however, the traditional construction and management system of the railway in Shaanxi province has many shortcomings, which make to explore a new construction and mana gement system in the Guanzhong inter-city railway network become urgent. The PPP(Public Private Partnerships) mode has been proved to be an effective way to solve the problems of rail transit development. Therefore, Based on the perspective of the PPP, this paper builds the construction and management system of Guanzhong inter-city railway network.PPP-based construction and management system of Guanzhong inter-city railway network, mainly includes: participants, operational procedures, operation management, risk management and government regulation. The paper concludes that Build-Subsidize in Operation- Transfer(B-SO-T) mode is a reasonable operation mode in Guanzhong inter-city railway network; In the respect of operation management, it puts forward that private departments can increase profits through many ways, such as fare, resource development and service quality; risk management is the key issue to be solved for PPP-based view of Guanzhong inter-city railway network, it designs the effective risk-sharing scheme and puts forward the specific risk measures; the government regulation plays an important role in the successful implementation of Guanzhong inter-city railway network, suggestions to perfect the government regulation include: establishing laws and regulations, perfecting government agencies set, clear content of government supervision, strengthen the government supervision means and design effective regulation process.The purpose of this paper is to relieve the government financial burden, improve the construction and operation efficiency of the Guanzhong inter-city railway network, and provide certain experience for the rail transit construc tion in Shaanxi province, through the successful exploration of the construction and management system of Guanzhong inter-city railway network.
