In September5,2012, the national development and Innovation committee issueddocuments that25city railway construction plans were permits.So the construction costswill about840billion. The problem of construction financing problem has become a hottopic. In recent years, although there are a lot of researches about the financing andinvestment mode of city railway construction in domestic and foreign, they don’t solve theproblems of the construction of our city rail fund. Our city railway operations are not out ofthe vicious circle of losses.Based on the investment and financing theory, this report start from the standpoint oflocal government, using the Fuzzy Mathematics(FUYY) and Analytic Hierarchy Process(AHP), to research the investment and financing mode of our country city railwayconstruction. First of all, analyses deeply the main investment and financing mode of ourcounty and foreign city railway projects, to provide advises for the investment andfinancing mode of our country’s city railway construction, and find out the problem in ourcounty’s mode. Then, the paper analyses the characteristics of the construct-ting cityrailway projects. Using AHP to construction the evaluation index system of investment andfinancing mode, and Establish the AHP-FUZZY comprehensive evaluation mode of ourcountry city railway investment and financing with the tool of FUZZY mathematics. Andprovide the reference basis in urban railway construction. Finally, make a evaluation aboutthe investment and financing mode of Zhengzhou’s city railway construction. And providethe advice for choice and putting forward investment and financing mode of the subsequentline.
