This paper, starting from the fact that the mixed ownership economy reform rises again in our country, conducts the discussion on the theories and development status related to the mixed ownership reform for enterprises at home and abroad. By using the example analysis method, the paper comments and analyzes the current situation of the operation mechanism of Oriental Nuclear Energy Services Group, conducting the thorough analysis on the problems existing in the company and the causes to those problems. The study proposes that the implementation of mixed ownership reform is the inevitable choice for the strategic transformation of Oriental Nuclear Energy Services Group. The paper analyzes in detail the conditions and foundation that Oriental Nuclear Energy Services Group has had in implementing the mixed ownership reform, clears the goals and principles, strategies and steps of the implementation, conducts the reasonable arrangement for the governance structure and internal control system of the mixed ownership enterprise of Oriental Nuclear Energy Services Group after reform and gives the general idea in implementing the mixed ownership reform.Specifically, by conducting the analysis on the current status of operation mechanism of Oriental Nuclear Energy Services Group, the existing condition and the foundation of the reform, the paper clears that the goal of implementing the mixed ownership reform is to achieve equity diversification and establish equity restriction mechanism; achieve the thorough separation of ownership and management rights to establish the modern enterprise management system; realize the strategy of company transformation innovation development to achieve fully market-oriented operation and management. The implementation of mixed ownership reform should adhere to the principle of classified reform, the principle of being outright and voluntary, the principle of complementing with advantages, and the principle of equity counterbalancing. Strategies are firstly implemented for confirming the reform direction of a concrete business, and then enhancing attraction by sharing resources of good quality, and finally reasonably screening partners. Besides, it makes conception on the governmental structure of future enterprises of mixed ownership in five aspects of equity structure configuration, corporate governmental framework model, sound board foundation, supervisory board foundation, scientific excitation and restraint mechanism establishment. Meanwhile, it proposes founding a sound inner-controlled mechanism and procedure system of enterprises of mixed ownership, so as to guarantee the effective operation of governmental system of these mixed ownership enterprises.This article considers, with the development of China’s productive power and production relations, mixed ownership economy has become a realistic choice for the evolution of production relations in the current stage, and the macroscopic environment of state-owned enterprise reform and enterprises’ transforming strategies have all created advantageous conditions for the mixed ownership reform implementation of Oriental Nuclear Power Group. Based on Principal-agent Theory and Corporate Governmental Theory, The Oriental Nuclear Power Group has made a whole conception in aspects of the objective and principle of the reform, strategies and steps, governmental structure arrangement, inner-controlled system adjustment, etc, which makes the direction and the realization route of the Oriental Nuclear Power Group’s mixed ownership reform clearer and have more feasibility and practicability. Meanwhile, by studying the mixed ownership reform implemented by Oriental Nuclear Energy Services Group, it will promote the deep understanding and control of the theoretical and practical cycle over the mixed ownership reform of state-owned enterprises, which is the combination of theories and practice and has realistic meanings to study. It provides a good reference for enterprises that are carrying out the mixed ownership reform at present as well as a valuable reference case for the perfection of the mixed ownership theory.
