With China’s accession to the WTO, entered the stage of rapid development of China’s financial sector. In China’s financial sector reform and development constantly at the same time, China’s doors open to foreign countries, foreign Banks into China in succession, and set up a branch office in China the number is increasing. Joint stock commercial Banks also began to rise everywhere, the big four state-owned joint-stock commercial Banks are gradually breaking the monopoly of the. Foreign Banks and joint-stock commercial Banks to state-owned commercial bank’s core talented person throw out the "olive branch", with its flexible human resource management and preferential treatment to attract financial talents, and the state-owned commercial Banks in the war for talent. The loss of state-owned commercial Banks core talent, leading to additional losses on the talent of human capital investment and bank high quality customer resources loss, caused huge losses to the state-owned commercial Banks. Therefore, to safeguard the state-owned commercial Banks operating steadily, enhance core competitiveness, must strengthen the human resource management of state-owned commercial Banks, to reduce and control core brain drain.Study the theory of brain drain in the system, this paper analyzes the impact on the organization on the basis of brain drain, summarizes and analyzes the talent team construction, state-owned commercial Banks and state-owned commercial bank brain drain condition investigation, from the analysis of factors influencing the brain drain state-owned commercial Banks, including personal factors, salary, benefits, promotion mechanism, training and development, enterprise culture, management mode, scientific selection factors and external factors, summarizes the brain drain of the state-owned commercial Banks. In the study of foreign Banks and joint-stock commercial Banks based on the experience of human resource management, in view of the factors that affect the brain drain, explore to strengthen state-owned commercial Banks to attract, stable talent team construction countermeasures.
