Research On The Motivity Structure And Realization Mechanism Of Symbiotic Development Between Port Industry And Hinterland Industry

Throughout the development history of the world economy, the development of the region, the formation of the developed city, often be accompanied by the developing of ports. Hebei province is located in the coast of the Bohai sea, with 487 kilometers of coastline and Qinhuangdao port, Tangshan port, Huanghua port, and also earlier established "relying on the port to build oriented coastal growth pole, coastal uplift zone" strategy. Hebei province has made certain achievements in development,but the pace of development can not be campared with the pace of Tianjin city’s and Shandong province’s, and has even been surpassed by Liaoning province’s. The reason mainly due to there is no symbiotic development between port industry and hinterland industry. Relying on the port, developing the coastal growth pole to achieve the symbiosis between port industry and hinterland industry, and to guarantee the leaping development of economy in Hebei Province, has become a priority among priorities of the economy development of Hebei province. The core of the economic development of Hebei province lies in is clearing about how to establish the symbiosis between port industry and hinterland industry. So we need to know the motivity structure and the operation of realization mechanism in symbiotic development? These problems urgently need being guided and led the by theory.First of all, this article begins from the micro-mechanism of symbiotic development between port industry and hinterland industry, and comprehensively analysis the question with a multidisciplinary perspective from the micro economics, industrial economics, economic geography and the development economics. Through in-depth studying on this question, I clear about the "element-- enterprise-- industry-- environment" four layers motivity structure system, and the question how the system operate. Among them, element motivity includes seeking gains nature, association nature, accumulation nature; enterprise motivity plays a role by producing behavior, transferring behavior and expanding behavior; industry motivity mainly comes from industry association and industry transferring; and environmental motivity includes natural environment, society culture environment the policy environment.Secondly, based on the motivity structure, analysis the realization mechanism, found the realization mechanism includes industry assosiation and industry transferring two categories, element flowing, industry transferring and industry alliance three mechanisms, the mechanism of industrial transfer is the linking mechanism.Thirdly, based on the motivity structure and realization mechanism of symbiotic development between port industry and hinterland industry, I adopts the method of Grey Relational Analysis to measure the correlation degree of the port industry and the hinterland industry in Hebei. Through empirical study, further clarify the symbiotic development status of Hebei, at the same time, also found that the dynamic in the structure.Hebei Province Industry symbiotic development dynamic defects in structure are as follows: the quality of enterprise motivity is insufficient and the local enterprises are at a disadvantage; industry motivity mainly comes from the manufacture and lack of stamina, industrial structure is unreasonable; traffic and other infrastructure construction needs to be strengthened.Finally, based on the theoretical and empirical researches, and combined with the reality of Hebei province, the article puts forward some feasible policy suggestions: guaranteeing the element motivity, relying on the enterprise motivity, rationalizing the industry motivity, improving the environment motivity.
