Under the background of reform and opening up, T-zone of Hebei utilizesthe unique natural geographical advantage and market competition advantage; goes through development by leaps through attracting investment, and rapidly obtains remarkable achievement, which shows extremely important representative significance in the investment promotion mode, current status, characteristics and economic and social effect evaluation of this region. It focuses on not only on the important forward-looking problems that urgently need discussion in the research on the investment promotion theory, but also the important application problems that urgently need solution in the practical activities of the investment promotion.In summary, the subject of the investment promotion in T-zone of Tangshan City is not sole; instead, it is a complex and comprehensive subject. Besides, it is an integral comprehensive subject with the integration of the government as the macroscopic subject, the enterprise as the microscopic subject, and the economic park as the platform subject. Its practice can be divided into four stages, i.e. starting stage, steady stage, comprehensive promotion stage and innovation stage. This mode fulfills the idea of "paralleling of government orientation and market orientation", depends on the political advantage, talent and technology advantages of the regions that is close to the capital, greatly develops the economy of the head quarter, combines the regional advantages, resource endowment and competitiveness advantage of the transnational enterprises, takes the knowledge economics as the giant and the modern manufacturing industry as the key points, and creates a knowledge innovation center and hi-tech technological industrial agglomeration center. Through the analysis on the scale and structure, it turns out that the investment promotion scale of T-zone of Tangshan City is relatively large and develops quickly. It focuses on the secondary industry. The hi-tech industry accounts small proportion. The foreign investment resource has multiple characteristics, among which, Hong Kong accounts relatively large proportion.T-zone leads the local economic and social development with its unique investment promotion mode and achieves outstanding results. However, in the future practice, it is necessary to clarify and standardize the role positioning of the government, actively explore and innovate the marketization investment promotion, optimize the investment promotion environment and service, and organically combine the investment promotion planning with the regional economic and social development planning.
