Urbanization is an inevitable outcome of the human society when it develops to a certain stage. It is an important symbol of modern civilization. It is a process in which labor, capital, industry and other factors gather in towns,it is usually manifested in the increase of urban population and the number of cities and towns. The development experience of many developed countries shows that urbanization is the only way to achieve modernization, which can stimulate social demand and promote economic development effectively.Since the reform and development in 1978,China's urbanization level has improved rapidly, the annual rate of population urbanization has increased by 1.02%.However,due to the imbalance of economic development, the level of urbanization in various regions is very different. As China's economy enters a new normal, can the slow economic growth and industrial structure upgrading driven by supply-side structural reform promote the continuous development of China's urbanization? Are the effects of each region consistent? These are worth exploring further.According to the relevant literatures at home and abroad, there are not many documents linking economic growth, industrial structure upgrading and urbanization, and studying on the internal influence mechanism. Therefore, this paper aims to study the mechanism and effect of economic growth and industrial structure upgrading on urbanization.First, this paper reviews and evaluations the literatures about economic growth, industrial structure upgrading and urbanization. In the theoretical part, this paper explains the relevant concepts, and elaborate basic theories. Then sort out the current situation of China's economic growth, industrial structure upgrading and urbanization, analysis the functional conduction mechanism of economic growth and industrial structure upgrading on urbanization. In the empirical part, this paper put forward the research hypothesis, and selects 31 provincial panel data of China from 2000 to 2017.The upgrading of industrial structure is divided into the upgrading of industrial structure and the rationalization of industrial structure, and quantified by taylor index. After addded control variables such as industrialization level, fiscal system, opening degree, foreign direct investment and natural population growth rate,an individual fixed-effects regression model was constructed, and regression analysis was carried out from the national and regional levels. Finally the robustness test was carried out and the conclusion is consistent.Through theoretical mechanism analysis and empirical test, the paper draws the following conclusions: First,at the national level, both economic growth and industrial structure upgrading have significant positive effects on urbanization. The positive effects of industrial structure upgrading are the greatest, followed by economic growth and the lowest rationalization of industrial structure.Second, regionally, economic growth can significantly promote the development of urbanization in different regions, but the effect of industrial structure upgrading is different in different regions. The industrial structure upgrading has a significant positive effect on urbanization in eastern, central and western regions, and inhibits urbanization in northeast china; The rationalization of industrial structure promotes the urbanization development of the eastern region, but it has no significant impact on the central and western regions, but it seriously restricts the urbanization development of the northeast region. Finally, according to the current situation of China, this paper puts forward some policy suggestions from the perspectives of improving the level of economic development, accelerating the optimization and upgrading of industrial structure, reforming the household registration system of "urban-rural separation" and increasing investment in infrastructure construction.
