With the openness increasing and financial reforms of China’s financial market,commercial banks of domestic are facing fiercely competition.On one hand, domestic commercial banks are facing mushroomed gush of foreign banks, on the other hand, they are facing the competitive pressure from other domestic banks.In the year of 2014, China has promulgated a series of reform policies of commercial banks, also facing a slowdown in economic growth,pains in industrial structure adjustment, digestion in previous stimulus period.At the same time, hopeful signs of recovery in the developed economies such as the United States and Britain, which are exacerbated the difficulty of operation and management in domestic commercial banks.As the domestic financial market environment can not reach the level of foreign in short time, and different regions have different economic levels, especially in the county branch,which asset size, profitability, risk control and other aspects compared to large branches appearance obvious gap.Especially with the Internet financial market and interest rate market stimulating, various commercial banks significantly increase the momentum of expansion, the competition in the same industry is more intense,therefore, how to make the bank of county branch to improve the performance evaluation is particularly important, not only conducive to fully mobilize the enthusiasm of the staff to respond to external challenges and pressures, but also promote the county branch to achieve the overall goal, and then to ensure the healthy development of a comprehensive commercial banks.Performance management is a common management tool,it has played a role in many banks and has achieved some results,the Balanced Scorecard is a new performance management assessment tool,it is being widely applied to medium-sized banks.But now performance management of the Bank of China in J branch has a problem,its performance management without adequate combination of theory and practice, compared with other commercial banks, it still needs further exploration and improvement.In this paper, Bank of China in J Branch(hereinafter referred to as J branch) as an example,it analyzed J Branch of current performance management system. After in-depth researching status quo and problems of performance management of the J branch, it targeted for the establishment of the bank BSC-based performance management system, and propose appropriate safeguard measures, the topic has a strong practical significance for the county commercial banks to promote better and faster development.
