The Research On The Problem Of Eliminating Backward Production Capacity Mechanism Inhebei Province

Eliminate backward production capacity is the urgent requirement and inevitable choice to optimize the industrial structure, to achieve the transformation of economic growth mode, to increase energy conservation efforts, and to actively respond to the air pollution in Beijing, Tianjin and Hebei region. For this reason, Hebei provincial government has issued "Implementation Opinions of Hebei People’s Government on Further Strengthening the elimination of backward production capacity"(Ji Zheng [2010] No. 52), The implementation opinions on promoting the transformation and upgrading to build industrial province quickly "(2012)," the opinions on implementation of industrial transformation and upgrading actions "(2013)," The implementation Plan of Hebei’s action to prevent air Pollution "(2013) and other policy documents to increase the degree of eliminating backward production capacity. In this process, we believe that mechanism-construction is the key to eliminate backward production capacity. According to this background and starting point, this thesis mainly studies the problems from three aspects: first, the background, the strategic objectives and achieved performance of eliminating backward production capacity in Hebei province; second,the problems and reasons of eliminating backward production capacity in Hebei province; third, the mechanism-construction and policy support for Hebei eliminates backward production capacity.Hebei eliminate backward production capacity building and policy support.The full thesis is divided into five parts:The first prat is analysis of the relative theories. In this part, the definition of backward production capacity, sustainable development theory, market structure theory, industrial upgrading theory, precipitation cost theory and product life cycle theory are reviewed respectively.The second part is the background, the strategic objectives and results achieved of eliminating backward production capacity in Hebei province. In this part, the background to eliminate backward production capacity of our province is analyzed, namely air pollution is getting worse at this stage, the state issued a series of policy documents to eliminate backward production capacity, and promote industrial restructuring and upgrading. As a large industrial province, we ever had seven cities were included in the nation’s ten most polluted cities. In this grim situation and according to a series of policy documents introduced by national and provincial government, the author thinks that the elimination of backward production capacity in Hebei province should focus proceed from four industries as steel, cement, glass, electricity, etc., so that to achieve the strategic objectives of eliminating backward production capacity. Finally, by analyzing the status that Hebei eliminates backward production capacity in recent years, the thesis draws some success in the process of eliminating backward production capacity, such as a more optimized industrial structure, an effective controlled excess capacity and a greener development method.The third part is the currently existing problems and reasons in the process of eliminating backward production capacity in Hebei province. Through the analysis of the current status of eliminating backward production capacity in Hebei province, the thesis draws the main problems and reasons existing in the process, mainly for the economic downturn pressure, unstable market demand, huge eliminating costs, the strong government local protectionism, difficult transfer and weak emerging industry supportThe fourth part is about the construction of eliminating backward production capacity mechanism. Through the analysis of the third part and the eliminating backward production capacity mechanism abroad, the thesis comes to phase out that in order to eliminate backward production capacity, Hebei province must have relevant supporting mechanisms. Therefore, in this section, the author constructs the mechanisms of eliminating backward production capacity in Hebei, namely the environment reversed transmission mechanism, the compensation incentive mechanism, investment and financing mechanism and the mechanism of "going out". To build eliminating backward production capacity mechanisms is a systematic project. It can help speed up industrial restructuring and upgrading, change the economic development method of Hebei Province, and achieve harmonious and sustainable development of all aspects.The fifth part is policy guarantees for Hebei to set up the mechanisms of eliminating backward production capacity. Based on the construction of eliminating backward production capacity in Hebei mentioned in the fourth part, the author put forward to some policy guarantees, which can guarantee the smooth functioning of these mechanisms. These recommendations are mainly from the government level, the corporate level and the bank level, which can ensure our mechanisms for eliminating backward production capacity run smoothly.
