Since 2007, with the food prices substantial increasing in world, food security problem in the whole world has been affecting the United Nations as the most important factor in economic development. Moreover, with the policy of restrictions on grain exports declared in Argentina, India, Egypt and other countries since 2008, food security problems become more and more serious. China is a large grain-producing countries and consuming countries, wheat and corn are two main food crops, and their levels connect closely with the food security and farming structure adjustment. Hebei Province, whose north-central region is the main Huang, is one of the national major grain-producing provinces, and it is also the one of the areas of project implementation as "Food science and technology project". With the implementation of food science and technology project, food production in Hebei has risen every year, and the enthusiasm of farmers is effectively protected. To increase grain yield and Technology Project in Hebei Province, to improve the grain production capacity and stable development of grain production play a significant role in ensuring national food security, and it's also the implementation of modern agricultural building strategies in "Eleventh Five-Year Plan".This article in full from home and abroad to analysis on the project areas of After introduced the experience to enhance and protect food production home and abroad, and based on the region of Grain yield , mechanism and production status to the current technological District of Hebei Province, this article uses the C-D function to analyze the contribution of the input factors and scientific and technological progress to food production, and from the scientific and technological progress and efficiency evaluation of the contribution rate to analyze the food production capacity in food science and technology project areas, and factors of food production capacity is analyzed: technological inputs (investment, technological popularized system and related management measures), physical inputs (agricultural means, machinery, irrigation and production labor), infrastructure, farmers growing grain (food prices, income levels and related policies) and so on. And some suggestions to increase the project areas of food production capacity of countermeasures are followed: First, increase scientific and technological input, increase the proportion of investment in agricultural technology, and improve the agricultural extension system and related measures. Second, increase food production inputs; guarantee a reasonable use of water to farmers; raise the level of agricultural mechanization; encourage and support agricultural infrastructure construction, improve the quality of farmland, strengthen the protection of farmland, to achieve the sustainable development of food production. Finally, reform the grain circulation system, improve the food market, stabilized food price; for food industry development, foster cooperative economic organizations of food and promoting farmers income; to continue the policy of benefiting the agriculture, protect the enthusiasm of farmers to grow grain.
