Our Country Land Urbanization Problems And Countermeasures In The Process Of Research

Since the reform and opening up,Urbanization has been a hot issue in our continued concern,The rapid development of urbanization not only affects the appearance of ruraldevelopment, farmers living guarantee, the level of agricultural development, but also affectthe healthy development of the whole society.The past thirty years,the development of urbanization in China has made attract people’s attention performance,the urbanization rate has increased year by year, from 10.6% in 1953,up to 2014 54.77%.However, with the rapid development of urbanization, some problems also occur.Urbanization includes many aspects,population urbanization,land urbanization,socialurbanization,which as an important element of the resources,in the process of rapid development since the reform and opening up of China’s urbanization,land urbanizationplays a crucial role.A supporting role and restriction of city land,industrialization is far more than the otherfactors of production,on the one hand,it increases the government revenue,plays a positive role to improve thecity environment;on the other hand,land urbanization fast development,cause the social,economic and environmental issues seriously.The central town of working conference in December 12, 2013, Xi Jinping stressed that the implementation of land intensive utilization,new urbanization in China adhere to the people-oriented.Emphasize the coordinated development of population urbanization and land urbanization, visible urbanization of land related to the healthy development of the new urbanization construction steer.In this paper, from the connotation of land urbanization of urban land, combs the theory, analyzes the main problems in the process of land urbanization in China, referring to the development path of urbanization on land at home and abroad, puts forward the countermeasures to solve the problem.Our country is the implementation of rural collective land ownership and state-owned land ownership in two system.Collective land must go through the national unified syndrome receiver can used for city construction, the main way that also is our country land urbanization.Due to the process of land acquisition, land requisition system procedure is not perfect, some local governments to expand fiscal revenue by means of this land, "to business" caused by the rapid expansion of urban area, the reduction of cultivated land area, a threat to national food security.On the one hand, urban land use is extensive and the low efficiency of use, on the other hand is not unified urban and rural land market, the collective land property right is not clear, a large number of rural land has been expropriated, many farmers were forced to "upstairs", the low compensation for land requisition, life without security, all kinds of disputes and all kinds of unfair, which makes the social contradictions.Aiming at these problems, this paper draws some countermeasures and measures of some foreign countries, in view of the existing construction land development process of China’s urbanization of the problem put forward countermeasures and suggestions.Land urbanization patterns should be diversified, the implementation of "the same city, the same right and the same price" policy of rural collective land and state-owned land;Intensive use of urban land to carry out the implementation mechanism, urbanization of land not in increments, and in the issue of stock;Adhere to the arable land, ensure the national food security;To further improve the rural collective land property right system, clear property right main body, this is essential to realize the land into the city;Improving the land market mechanism, the land price mechanism, realization way of optimizing configuration of market of land; and protect the fundamental interests of peasants, improve the compensation mechanism.This paper is to study the emergence of land in the process of urbanization problems, based on the fully understanding of the proposed targeted countermeasures on the existing problems in the process of urbanization of land, have important theory meaning and realistic meaning to promote land urbanization health development and the work of the new town development.
