Study On The Farmers Losing Their Land In East Area Of Jinan High-tech Zone

At present,China is in key period to build a well-off society in an all-round way,sustained and rapid urbanization construction forward,was demolished and relocated on requisitioned land shall not bypass path,more and more land-lost farmers and present a rapid expansion mode.In the process of land expropriation relocation,most of the regions and departments put main energy in the development of economy,ignores the land-lost farmers’ vital interests,this "special" group of subsequent resettlement compensation policy is imperfect,execution does not reach the designated position,led to the decrease of the land-losing farmers’ living standards and long-term livelihood security problem is not solved,cause the land-lost farmers,Due to the social problem that not allow to ignore,seriously hindered the new urbanization construction and the comprehensive well-off society.Jinan high-tech zone east(original Licheng district towns sun)since 2005 by hosting of Licheng district is divided into high-tech zone,as a high-tech zone and Jinan advanced manufacturing industry and the information communication industry to gather,landing project increased year by year,the local urbanization construction began to move forward quickly.But at the same time because of the requisition,the number of land-lost farmers increased year by year,exposed the problem of land-lost farmers is becoming more and more serious,a direct impact on the local economy development and social stability,to the rapid development of the high-tech zone and Jinan caused some obstacles.In this paper,through questionnaires,household communication,discussion,consult relevant department leaders and colleagues,a baseline survey on the current situation for east land-lost farmers survival,to the ground before and after the life state of the analyzed,combined with the daily work of contact,analysis of land-lost farmers of the major problems in such aspects as live in peace,work happy,according to the current government policy and for the actual easy operation is in view of the countermeasures and Suggestions are put forward.Found six major problems in the research of the communist party of China:one is the scattered,"slow" resettlement area development;Second,the land compensation showed a trend of decrease year by year;Three are the land-lost farmers did not achieve"settled";Four is the grim situation of a large number of petitioners leads to social stability;Fifth,employment and pay is low;Six is citizen identity is not high.The reason is:one is the lack of prospective area development overall planning;Second,the land expropriation compensation policy is not perfect;Three is house resettlement policy is not sound;Four is the lack of transparency in the village affairs and the supervision;Five is the land-lost farmers themselves lack of labor quality and skills.Six is the slow process of urbanization.According to the above analysis,this paper put forward the following six Suggestions:one is the scientific planning gain development;The second is to further improve land expropriation compensation policy;Three is actively explore diversified resettlement mode;Fourth,further standardize supervision of village affairs;Five is both promoting employment;Six is to accelerate urbanization process.Above Suggestions and countermeasures of the starting point and foothold is to solve the land-lost farmers of the main problems in the production life,ease tensions between the government and farmers,realize the land-lost farmers to live and work in peace and contentment,guarantee and gradually improve their life quality and level,guarantee the late works carried out smoothly,demolished and relocated on requisitioned land safeguard resettlement area economic development and social stability,to promote Jinan high-tech zone and other similar regional urbanization development to provide reference and reference.
