As green economy wave sweeping the world, innovation becomes the main driver to promote the rapid economic development and more and more people begain to pay attention to the green innovation. Today, economy has made rapid progress as the development of science and technology. While the rapid development of economy has been achieved, resources and the environment have paid a huge price at the same time. The development of green economy has become the most urgent task. And the national green innovation ability has become the core of the development of green economy. To improve the ability of green innovation, a country must not ignore the national green innovation productivity besides increasing the input of innovation. To get maximum expected output of innovation with minimal investment of resources, improving the efficiency of innovation resources plays an important role in solving the current shortage of resources, protecting earth’s environment and building a sustainable development of economy model in the premise of not destroying the environment.Using the three-stage DEA and Malmquist-Luenberger Index method, this paper evaluates the green innovation productivity index and dynamic variation of China and the world’s main innovation-oriented countries during 1998-2012, which excluding external environmental factors and considering undesirable outputs. Then, this paper finds the cause of green innovation productivity change with singular value decomposition analysis of Malmquist-Luenberger Index and does further analysis of green innovation productivity index of China and other innovation-oriented countries. Finally, using the panel data regression analysis the ralations of green innovation productivity index and the external environment variables, this paper finds the impact of external environmental factors on green innovation productivity change.The results show that the average green innovation productivity of the 15 country during 1997-2012 is increasing, which mainly derived from both the contribution of technical efficiency and technical progress. During the period of 1998-2012 years, the green innovation productivity of Britain, Germany, France, Austria, Finland, Italy, Denmark, the Netherlands, United States, China and Sweden are growing while the green innovation productivity in Belgium, Japan, Norway and Ireland are declining. The green innovation productivity growth of Germany, France, Finland, Italy, China and Sweden are mainly derived from both the contribution of technical efficiency and technical progress while that of Britain, Austria, Denmark, Netherlands and the United States are mainly derived from technical progress. The green innovation productivity reduction of Belgium, Norway and Ireland are mainly derived from technology retrogression while that of Japan is mainly derived from the loss of technical efficiency. Openness, government support and environmental taxes are beneficial to improve the national green innovation productivity, but foreign direct investment will reduce the national green innovation productivity.
