Research On The Problems And Countermeasures Of Urban Sanitation Environment Administration Of Dalian

In recent years, with the rapid urbanization of our city, it has adverse effects to the city environment. It has become the important and difficult work for government departments at all levels to achieve Win-win Strategy for both the urban development and construction, and environmental protection.However, the management of city appearance and environment is a comprehensive complexity, because it is dynamic, complicated, involving a wide range, and difficult to manage. Since 2010, Dalian City has made some achievements in environmental management, but there are also some problems, such as the unregulated system of the city management organization, the defect in Long-Term Effect Management Mechanism, and the low rate of the public participation. In this paper, it carries out the research on Problems and Countermeasures of city environmental management in Dalian city, by studying the collection of existing research results, combined with the author’s experience in the Department of environmental management experience.It had been divided into four parts for the research object of City Environmental Management Dalian City. The first part is the introduction. By using Literature measurement, it extracts high cited documents in its field of research and conducts in-depth studies on them, it also points out the objectives and questions, analyzes and defines the related concepts, which bases on the research background and existing research.The second part is the analysis of the status of City Environmental Management. It is going to analyze the status and problems of Dalian City environmental management, which combine with the Smith policy implementation process model. The third part puts forward the solution of Dalian City Environmental Management problems. The fourth part is about the improvement of Dalian City Environmental Management Countermeasures and suggestions, mainly to solve the city environment management level of Dalian City going down day by day. This paper argues that the present problems of environmental management in Dalian should be resolved from the following aspects, strengthening government guidance and the public participation, establishing long-term effect management mechanism, improving infrastructure construction, and the urban management system and implementing the "smart city management". This article embarks from the government staff, carries out a few suggestions on environmental management of Dalian City, which has an important reference value to the management department, and it can effectively solve the problems of environmental management in Dalian city.The paper has not only consulted a large number of documents, collected relevant information about the city management and environmental management, but it sums up the problems of environmental management in Dalian during interviews and actual work experience combining with evaluating the causes of problems when the government implements the Smith policy model. It has also learned form some other city’s, domestic and foreign, experience in appearance management, and finds a set of Dalian city appearance management solutions that fits the practical situation, which modularizes the city appearance and environment through the sapiential city management system. Finally it puts forward some countermeasures and suggestions for the government.
