The report,the 16th to 18th National Congress of the Communist Party of China, stressed that we must unswervingly encourage, support and guide the development of the non-public sector, and ensure that economic entities under all forms of ownership have equal access to factors of production in accordance with the law, compete on a level playing field and are protected by the law as equals. To support the development of non-public economy, it needs to improve the non-public economic development environment.Since 2005, a lot of policies to let the market decide the allocation of resources, supported the development of the non-public economic were designed frequently by the state council and the local government,before and after the meeting of 18th CPC National Congress. However,Perfect policy, only to realize it, just have the value, the only way to realize policy goals is policy implementation.In order to research the reasons that why some relevant regulations of the non-public economic policy can’t implement and propose some suggestiongs to slove it,this paper will choose Ordos,a city of per capita GDP had more than Hong Kong’s,to analyze the situation of the policy of non-public economic designed by the state council and the local government.Firstly,the paper will summarize the non-public economic policy issued by the state council,by the people’s Government of the Inner Mongolia Autonomous Region and by the people’s government of Ordos,being used now. Then, it will analyze the implementation of ordos city according to the analysied results and put forward to change the status-quo.
