Research On The Development Concepts And Operation Mode Of Rural Land Financial In Shandong Province

"Issues concerning agriculture, countryside and farmers" is still a problem which is needed to be solved in the construction of socialist modernization in our country. Long existing dual structure between urban and rural area severely, which make the rural resources and funds flow to the city, resulting in grossly inadequate endogenous finance, restricted the development of agriculture and the rural market in our country and the improvement of living standards of farmers. The regulation of the third plenary session of 18 strengthen the farmers’right on the land use and contract,which gives the financial attributes of rural land, laying the cornerstone of developing of land finance.However, Shandong Province is a big agricultural province of our country, so it is of great importance to develop land finance to drive the whole economy of Shandong Province.Under the background, this paper emphatically discusses rural land finance and its operation modein Shandong Province.Firstly the paper summarizes the current problems of rural land finance existing in the process of development in Shandong Province, including the single system structure, mismatch between supply and demand, measures to carry out and the management innovation. Drawing lessons from advanced experience of foreign land finance model in Germany, the United States, Japan, the paper compare with each other on land financial institutions, capital source, main business and risk compensation mechanism.The paper also combines with the analysis of existing land financial system mode in our country at present, which includes Guizhou Longxi, Ningxia PingLuo,Chongqing JiangJin and Shandong Zaozhuang, providing ideas and policy suggestions from aspect of the rural land property rights system reform, the rural land property rights mortgage financing system, financial innovation of rural land and rural land system of financial risk control.We specific policy recommendations of Shandong Province rural land finance, mainly from the following aspects:Firstly, we need to speed up the reform of the rural land property rights system, with an emphasis on promoting rural property rights circulation trade, developing land joint-stock cooperative etc.; Secondly, we need to actively improve the system of rural land property rights mortgage finance, with an emphasis on developing rural land property rights mortgage financing and rural land circulation market construction etc.; Thirdly, we need to support rural land financial innovation, focusing on developing land bank bonds, land trust, land financial payment settlement and social security; Fourthly, we need to gradually improve the rural land system of financial risk control, with an emphasis on the agricultural insurance system, coinsurance credit system, credit guarantee mechanism etc.; Fifthly, we need to establish and improve the security system, with an emphasis on strengthening investigation and study, improving the relevant institutions.
