The concept of separation of rural land ownership,contractual rights and management rights was put forward for the first time in 2014,and it was carried out on the basis of the separation of the original ownership and contractual management rights of rural land.On the Separation of the "Three Rights" between Contractual Right and Management.Rural land property mortgage financing is based on the land management rights of the proceeds as the subject matter and for farmers engaged in agricultural production loans to form the form of financial intermediation.As a core force of rural finance,rural land property rights mortgage financing has played a very important role in promoting the optimal allocation of agricultural land resources,the investment of credit funds and the improvement of agricultural competitiveness.In this paper,the rural land-use rights financing And so play an important role.In recent years,a series of policies and measures have been introduced successively to promote farmland financial reform.The People's Bank of China and China Banking Regulatory Commission have also given necessary support to the reform of agricultural land finance.Under the permission of the relevant policies,some regions carry out pilot work on mortgage financing of rural land property rights according to their respective conditions and advantages through different modes.Xinjiang Hutubi County agricultural development is in a period from the traditional decentralized primary production to a modern intensive mode of transformation of the critical period,rural land property mortgage financing has entered a substantive operational stage.As a government-led rural land property rights mortgage financing model,the rural financial market needs of the main farmers how to evaluate? The effect of the model is effective to alleviate the problem of local financing? Local existing models which problems need to be further optimized? These are the main issues to be studied in this paper.On the basis of combing domestic and foreign researches on mortgage financing of rural land property rights,this paper takes the property right theory,behavioral utility theory and rural financial innovation theory as the guide,adopts the qualitative analysis and the quantitative analysis method to research Hutubi Study on Mortgage Financing Model of Rural Land Property Right.Secondly,the present situation ofrural land property right mortgage financing model in Hutubi County of Xinjiang is introduced in detail,and its characteristics and existent problems are analyzed in this paper.Firstly,by analyzing the existing research and related theories,the theoretical analysis frame is designed as the theoretical basis;Then,based on the analysis of the problems existing in the current model study,the author puts forward the suggestions on how to improve the rural land property right mortgage financing,and then,Optimization Targets Optimization of Financing Mode.
