Study On Development Strategy Of Qingliu County Floral Industry Based On SWOT-AHP Analyze Method

The industry of flowers and plants is a vigorous industry that integrates economic, social and environmental profit. When the State Forestry Bureau issued National Floral Industry Development Program (2010-2020) in 2013, it brought along numerous opportunities, fueling the construction of a more beautiful China.Benefited from geography and policies, Qing Liu has initially formed its floral industrial pattern, gradually improved the product mix and output. Leading enterprises grow to the scale, and flower brands steadily advance, become one of the major flower producing areas. However, Qing Liu did not start floral industry until 1980s, which fell far behind that of developed areas in certain aspects. Therefore, it is of practical significance to conduct a research on the floral industry in Qing Liu.Under the guidance of advantage comparison theory, agriculture industrialization theory and leading industry theory, and with the use of SWOT analyzing method, the author tries to analyze in an all-round way the interior and exterior environment of floral industry in Qing Liu based on field research. The Qing Liu floral industry possesses advantages of superior natural environment, productiveness, enthusiastic gardeners, rich labor resources and cross-strait cooperation, while the disadvantages include single floral variety, uneven development mode, backward production mode, organization and management don’t match. In face of various challenges, such as, the ever changing consumption attitude, fierce competition with both domestic and overseas rivals, and tests on intellectual property protection and export, the local government should seize opportunities of a vigorously developed e-commerce, increasingly improved transportation, policies to develop the industry at a time when the floral transactions with other developing country increase dramatically. Adopting SWOT-AHP analysis method, the author works out that the optical measures for Qing Liu’s floral industry development is WO strategy according to the four general power vectors represented respectively by S, W, O,T:the government should work on increasing the additional value of floral products and endeavor to improve the market environment, more supporting policies should be introduced, and promote talent-traning projects and develop vigorously planting science and technology.
