With the rapid development of Mobile Internet, heterogeneous substitution effect of OTT is a big threat to traditional telecommunication businesses. Besides, diverse service needs and products are making the IT support systems to become more and more complex. Meanwhile, as an important means to reduce company cost, IT outsourcing become the main mode of IT system construction for telecommunication companies. It brings a new problem that the company will lose IT core competency easily. And this problem will lead to quality problems happened frequently without fast response. Mainly displays in:the lack of quality assessment methods, the halfway understood of business demand, the lack of unified process specification for multi technical vendors, and the lack of initiative to improve of operators.The key problem is IT core competencies, which include the IT system construction processes, IT technology and IT technical staff. However, it is not realistic for telecommunication operators to abandon IT outsourcing in the present stage that they don’t have sufficient technical personal and enough budget. Therefore, the main subject of this paper is how to make telecommunication companies control IT core competencies effectively under the IT outsourcing mode.Based on literature review, field research, problem analysis, this paper proposes an approach. In the process management and total quality management, the measures for specific improvements include the requirement management, release management, result management and problem management. In system architecture management, this paper illustrates the "five-View" method, a unified technical specification, and an introduction of new technology standards. In organization and staff management, describes the "two-direction" collaborative work framework and a refined human capacity assessment methods. At the end, this paper takes company Z for an example to carry out the above measures.
