The study of evaluating index system and the hiring process of recruit professional manager in state-owned petroleum engineering technology service enterprises, is an important part to explore the establishment of professional manager system in state-owned enterprises.In the background of state-owned enterprises introducing mixed-ownership, establishing the system of professional manager, introducing the management style of professional manager,to discuss the competency model and hiring process of recruitment of professional manager,this paper aims to take demonstration and driving effect, lead state-owned petroleum engineering technology service enterprises improve the management level, it has guiding significance to promote the quality and efficiency and transformation of enterprises.First, this paper reviews the background and development of professional manager,briefly summarizes the related research of competency model and the professional manager system abroad. Then, on basis of briefly introducing general information of company A,operating characteristics of outsourcing project in company A and the situation of recruit managers, this paper analyses the advantage and feasibility of implementing the system of professional manager and the utilization of competency model in outsourcing project of company A. 130 valid data were obtained through investigation and questionnaires. By analyzing valid data and combing literature review, in line with scientific, reduce and easy-to-operate principle, 3 index system of competency model was determined: ability,quality and credit. At the same time, this paper designs a selecting procedure of professional manager which meets the needs of company A. Finally, safeguard mechanism of professional manager in outsourcing project was illustrated in organization, system, publicity and training.By researching the utilization of competency model in recruit professional manager in outsourcing project of company A, this paper helps company A to improve the management level of outsourcing project and promote the reform-and-development. Meanwhile, this paper provides very valuable reference for the reform-and-innovation and implementing the management style of professional manager of state-owned petroleum engineering technology service enterprises.
