With the rapid development of China’s economic construction, the issues of regional economic disparities are increasingly a cause for concern, because it is not only related to sustained economic development, but also to the country’s stability and harmony of society. Among the factors affecting regional economic growth, the neoclassical economists analyzed the physical capital, labor and the technical progress which couldn’t be reduced by the portion of physical capital and labor. In the 1960s, the American economist Theodore · W · Schultz explained the role of human capital on economic growth, particularly economies of developing countries, not just rely on the traditional physical capital investment, but to strengthen the human capital investment in the monograph of Transforming Traditional Agriculture and Human Capital Investment and Urban Competitiveness, which is the origin of modern human capital theory. The emergence and development of human capital theory provides a new research direction for economic growth theory, enriching the theory of economic growth.Shandong province, located in China’s eastern coast, east of South Korea, Japan. Since the reform and opening up, Shandong Economy has achieved significant achievements. The GDP has ranked third for many years, behind Jiangsu and Guangdong. Shandong province plays an important role in national economic development. But in the context of the rapid growth of the total economy, many hidden problems began to emerge, especially the imbalance of regional economic development. Regional disparities, the gap between urban and rural areas are becoming increasingly apparent. Economic coordination development has become a serious problem that has to face. So, by analyzing the regional differences in economic development and human capital in promoting coordinated regional economic development in Shandong Province would produce important theoretical and practical significance. In this paper, by building regional economic development indicator system, using principal component analysis and cluster analysis to study Shandong economic regional differences, would make the whole province economy be divided into developed area, the more developed areas and the underdeveloped area. And then use regression analysis to measure the influence of human capital factor to economic growth in different areas, to obtain the degree of impact and compare.The main conclusions of the article are:(1) study finds the trends of differences in the regional economy of Shandong province in recent years gradually expand, especially between eastern and western regions. (2) 17 cities in Shandong are divided into developed areas, more developed areas and underdeveloped areas, there are obvious differences between the three regional economic differences economy. (3) By building an econometric model, found that the coefficient of human capital on economic growth is positive and significant, indicating that human capital is indeed an important factor in regional economic growth. And the more developed regions, the greater influence coefficient of human capital.According to the above conclusion, this paper proposes some polices in the perspective of human capital, hoping to provide some useful suggestions to achieve coordinated development of regional economy in Shandong province. First, establish a reasonable human capital investment model, to form a "trinity" investment patterns. Second, accelerate the development of education, optimize the education investment structure; Third, increase support for the western region, to develop a reasonable talent flow and talent introduction system。...
