As of the first half of 2017,Liaoning Province,Heilongjiang Province and Jilin Province ranked the last-to-last,third to last and fourth from the bottom economic growth rankings.Many scholars have made reasonable explanations for the economic downturn from the aspects of investment,industrial organization and population,but seldom analyzed the economic development from the matching degree of material capital and human capital.It is well-known that the three northeastern provinces have long relied on the investment of substantial to stimulate the development of regional economy.So,whether the matching of physical capital and human capital in northeast China is coordinated? Therefore,taking northeastern region as the research object and analyzing the coordination relationship between the local material capital and human capital,that can provide a new perspective to analyze the current situation and create a good environment to promote regional economic development provide some reference value in Northeast China.Economic growth theory clearly points out that the final output is determined jointly by material capital and human capital,which not only refers to the quantity of capital accumulation,but also requires the coordination between material capital and human capital.If we only focus on the accumulation of quantity and neglect the coordination relationship between them,it is likely to restrict economic development and cause loss of efficiency.Especially under the new economic normal,it is an important goal of China's economic development to change the mode of economic development and improve economic efficiency.Most of the previous papers and periodicals generally calculated material capital and human capital separately as two separate variables.It doesn't set up a specific index to observe whether these two capitals could match each other.Therefore,it is important to deeply study the coordination between material capital and human capital.The northeastern region which have rich resources,has always been an important economic sector in our country.However,with the continuous economic downturn in China's economy after the economy has entered a new normal.The research method used in this paper is a combination of quantitative analysis and qualitative analysis.The first chapter is the introduction.It mainly introduces the research background,research purpose,research methods and innovation of the whole article.The second chapter is the literature review,which systematically reviews the literatures related to material capital and human capital at home and abroad,and makes an objective review.In the third part,on the basis of learning from previous studies,the paper analyzes the transmission mechanism of material capital,human capital and the coordinated development of the two to economic development.The fourth part specifically measures the actual accumulation of material capital and human capital in 34 prefecture-level cities in the Northeast,and calculates the actual ratio and the optimal ratio of the two,and analyzes the deviation of the actual ratio from the optimal ratio.Degree trend.From the calculation results,we can see that the actual situation in the northeast is not optimistic.During the observation period,the physical capital output elasticity and the human capital output elasticity in the northeast region have shown a continuous decline and rising trend.The main reason is that the northeastern region is long-term.The deformed industrial structure and brain drain have caused this.The fifth part mainly uses the measurement method to verify the impact of the imbalance between material capital and human capital on economic development and industrial structure.Finally,it is concluded that the smaller the degree of deviation between the actual proportion and the optimal ratio of the two types of capital,the more conducive to economic development.At the same time,the impact of this degree of deviation on the three industries was further analyzed.From the results,it can be seen that the actual ratio of the two capitals and the degree of deviation of the optimal ratio have no significant effect on the primary industry,and have a significant impact on the secondary and tertiary industries.The impact on the secondary industry is greater than the impact on the tertiary industry.This conclusion also provides certain theoretical and practical significance for the upgrading of industrial structure in Northeast China.
