The scale of farmland cultivation has always been the research object of many domestic and foreign experts and scholars.. To explore the optimum planting scale of agricultural land in different regions, and to carry out moderate operation can improve the local agricultural productivity and promote the reasonable utilization of agricultural resources. Suzhou is located in the northern plains of Anhui, the main food producing areas of the country. Study on Wheat in Suzhou district the best planting scale, to determine the best planting scale of other regional grain and proper management is of great significance. This paper on the basis of field investigation, to Suzhou City wheat planting scale and yields of empirical study, using data envelopment analysis (DEA) method studying on the operating efficiency of different wheat planting scale, and then through the cost profit rate comparison and selection of the optimal operating scale of wheat, obtains the best planting scale of Suzhou City wheat for 190-210 acres.In analysis of Suzhou City wheat planted in the area of operational efficiency of agriculture. It is also found that the obstruction of the circulation of agricultural land, lack of funds exists in Suzhou City grain land scale management, and due to the lack of infrastructure production cost is too high, in determining the best scale based on, put forward relevant policy recommendations. First, improve the transfer mechanism, and promote land transfer. Second, will moderate scale and land intensive management combined. Third, it should support the relevant experienced planting to promote agricultural moderate scale operation.This paper is divided into six parts.. The first chapter is the introduction, which is mainly about the background, significance, content, methods and the framework of the paper.. The second chapter is the literature review, mainly introduces the domestic and foreign land scale management research results and related theories, and analyzes the related literature, and points out the shortcomings of the existing literature.. The third chapter introduces the Suzhou City of natural geography, climate and other natural factors and the agricultural production effect, and the level of economic development, agricultural economic development and the cultivation of wheat. Through the above points, it provides background support for the empirical research of the best management scale of wheat in Suzhou.. The fourth chapter is the survey of the sample of the questionnaire, and summarizes the factors of the scale management of Suzhou city.In chapter five, from the micro perspective, based on the input oriented, using data envelopment analysis (DEA) method, we calculate the sample data, using variable returns to scale assumptions of BCC model carries on the contrast analysis, to determine the optimal size of Suzhou city farmer’s wheat planting. The sixth chapter obtained in Suzhou City wheat optimal operating scale on the basis, combined with encountered in Suzhou City, the unique nature, economy, social conditions and the process of research, draw relevant conclusions, and put forward policy recommendations.
