With the rapid development of modern society, politics and economy, government departments and their staff in the course of carrying out its functions, the emergence of some phenomena do not meet the needs of the development of the law and the public, such as unreasonable expenditure, inefficiency, such as the existence of bureaucratic. Western countries for the realization of a wide range of administrative reform, setting off a performance management system to apply to the government in the new public sector reform trials and obtain effective results. In China, due to the influence of traditional political characteristics, government departments and their staff work efficiency is not high, so that the population continued to decline in trust and satisfaction. To achieve the goal of building a moderately prosperous society, to promote transformation of government functions and building service-oriented government is even more urgent.
