Pressure pipeline has been widely used in petrochemical, metallurgical, electricity industries and public life, such as urban gas and heating system. But as special equipment with high risk, once has an accident, it will cause casualties, property damage, environmental disruption and negative social influence. Meanwhile, the number of pressure pipeline has been increasing year after year along with the rapid development of society. Therefore, how to ensure the safety of pressure pipeline operation with limited supervision resources, and how to supervise the safety of pressure pipeline scientifically and effectively, have been one of the most important issues which need to be solved for government regulators and pipeline users. Classification supervision based on risk assessment is an innovation of science management ideology.Based on analyzing research status of risk management of pipeline and classification supervision over safety home and abroad, in consideration of the characteristics of actual operation of long-distance, civil and industrial pipelines, the normal and characteristic risks of the three kinds of pipelines have been identified according to the theory of risk management. In accordance to the definition of risk function, risk assessment index system for three kinds of pipelines has been established with the concept of sensitivity introduced. To realize risk-based scientific classification of pressure pipelines, Analytic Hierarchy Process and Entropy-right Method have been used to determine index weight, classification model and method, dividing pipelines into different levels of risk.Based on the rating of risk, classification supervision strategy suitable for government’s and enterprises’ safety regulators has been designed. To propose more scientific, reasonable and practical regulatory strategies, combine Activity Based Classification with actual safety supervision project. Government need to do classification supervision in some projects of law system, such as registration, inspection and testing, random inspection and so on. Nevertheless, enterprises mainly supervise safety responsibility system, safety input, operation safety and hidden danger investigation hierarchically.To verify the science and practicability of classification supervision strategy for pressure pipeline based on risk assessment, the essay does empirical research on a long-distance natural gas pipeline. According to the study, the risk assessment system and classification approach are operable in practical application. Therefore, regulators can do the rating of risk easily. At the same time, the safety supervision strategy mentioned in the essay can take advantage of limited supervision resources to do key regulatory, improve enterprises’ ability of risk management, and ensure safe operation of pressure pipelines in enterprises.
