Researches On Status Of Construction Quality Testing Industry And Development Strategies In China

The quality testing of architetural engineering is one of the necessary parts of modern construction industry.The testing datas of detection project made by detection institution have an effective impact on assisting the government to make regulation of the industry,enhancing safety management for the construction quality,promoting the rapid and effective development of constructiong industry and protecting the self-interest of public.In this paper, the relevant literature review and analysis of the individual survey, compared to engineering quality inspection service system at home and abroad to establish and develop models of typical organization, select engineering quality testing service system administration in the USA, Japan, the European Union and China’s Hong Kong, as well as SGS, UL These two modes of operation of typical development and international testing organizations were analyzed. Combined with the development of the current project quality inspection service system and testing organizations in our country, to identify shortcomings of engineering quality inspection service system and testing organizations in the management and development.In this paper, the quality of construction and testing services system and testing organizations in the management and development of the problems arising from their own research and development and government regulatory agencies to propose a solution at two levels:In the regulatory level, the detection mechanism in construction quality responsibility and how to implement a clear responsibility to carry out analysis, to detect from the legal representative of the lifelong commitment to accountability and strengthen the detection of contract management perspective to clarify the project quality inspection agency liability; the current coexistence of various ownership systems to detect market research, reference to foreign testing market system management ideas to find a solution; summarizes the characteristics of the current testing industry in our country, the development of specific practical measures to create a detection mechanism for development projects a favorable external environment.In the testing organization’s own level, through research and analysis found that testing organizations behind the current level of management severely restricts its development, must be adjusted to the current operational management strategies. By strengthening market, legalization of ideas, the importance of internal management organization, to firmly establish a sense of competition, customer service orientation, as soon as possible to understand and master new knowledge on a global scale, new technologies, quality services to gain market advantage in the future market and technological changes in the development and growth.When focusing on the problems of the testing organization itself,this paper integrated uses thescientific theory of management and key success factors for identifing the key factors that influence the development of the detection mechanism.Get the inspiration from the management of construction program,and then suggest to apply management to the management and development plan of the testing institutions,by analysis of the problem that the institutions have,such as the implementation of sophisticated management, the establishment of a comprehensive quality management system, strengthen enterprise cost management, improve human resource management system and other measures, proposed the combination of technology and management, through the establishment of CRM platform and cloud detection systems to the development and application of technology to enhance the overall strength of the testing organization.
