Research On Optimization System Establishment Of Hengyang Construction Quality Testing Management

From the view of both total quality management and modern enterprise system, the paper analyzes the existing shortcomings and problems of Heng-yang construction quality testing management system at present, and is concerned from five parts, i.e. overall design, law structure, organizational function, internal and external mechanism and connotation construction, in order to establish optimization system. The research details in the test are as following:(1)Investigate construction industry situation, common quality problems of construction engineering as well as testing market circumstance of Heng-yang, analyze and survey its existing shortcomings and problems which have an effect on independence and impartiality of detection behavior.(2)Analyze the situation and history of Heng-yang construction quality testing center, discuss its function transformation, design its optimal program after restructuring.(3)Summarize inadequate aspects of construction engineering legal system in existence, and probe into constructive suggestions, orientation and approach to perfect.(4)Expound influence and effect of government supervision, market operation, and self-regulation mechanisms upon detection industry, and explore ways to improve it.(5)Expound how to strengthen connotation, and illustrate the effects and action of internal management statute, laboratory accreditation, talents team-building, and information system on core competence.(6)Based on both total quality management and modern enterprise management theory, establish Heng-yang feasible optimization management system of quality testing from the above five aspects.
