A Study On Administration Regulation Of China’s Tourism

Tourism is enjoy the reputation of "sunrise industry", "smokeless industy",It plays an important role in the contemporary world economy.Nowdays,with the development of economy rapidly,material conditions are greatly riched,people need more spiritual conditions. As a way of leisure, entertainment,visit friends and relatives,business.more and more popular now.Hu’s report at 18th Party Congress put forward the concept of "Beautiful China" and also put forward to make great efforts in survice industry.This made a good guide and oppertunity for tourism.In the 1982,China National Tourism Administration begin to draft the tourism law.In the year 1988,they put it in legislative plan,In 1991 the draft of tourism law appear.But,until the year of 2013,The tourism law of the people’s Republic of China has enacted.And on october 1 implemented.But the tourism is a fledgling,there’s still many problems.For example,illegal "one day travel",travel agency mandatory shopping,the congestion of scenic spot happened frequently.In the case of market failure, government regulation is essential,but the first focusing on studying adminstrative regulation is economics,in recent years,the adminstrative regulation is come to public law scholars’ vision.How to get ride of economics effects is a difficult task and need more study.With the trend of rapid development of tourism,the author based on the relationship of government and market,divided into the following parts to analysis the tourism industry:The first part,Introduction.summarize study the current situation about the administrative control at home and abroad methods,status, significants of tourism administrative regulation.The second part,summarize the current situation of administrative regulation about China tourism industry,.Starting from the basic theory of the concept, status and scope of administrative regulation, discusses the necessity of China’s tourism administrative regulation. The third part, Describes the current situation about tourism administrative supervision in foreign countries, the United States, Japan and South Korea, the main analysis is about tourism administrative regulation system, legal system and management of travel agency.To find the enlightenment for China tourism administrative regulation.The fourth part,analyze the status quo of China’s regulation of tourism.The fifth part,put forward some feasible suggestions to improve and perfect China’s regulation of tourism.The conclusion of this paper is,the development of China’s tourism industry needs a perfect legal system and a strong regulatory body,Tourism market access system in China needs categories management. Make the scope of administrative regulation clear.To strengthen the service quality of tourism,at the same time we should learn experience from the country which has the developed tourism,then combine with the actual situation in China to bring forth new idea to administrative regulation.
