Research On The Result Of Shake Off Poverty And Raise Countermeasures Of Fucheng County

At present,poverty relief work in China has developed into the most difficult stage. China Rural Poverty Reduction and Development Program 2011-2020 has clearly pointed out that the main battlefield of destitute areas. Fucheng County, Hebei Province is located in Heilonggang river basin. And it’s one of Heilonggang destitute areas. Poverty relief work plays an important role in rural work. In recent years Fucheng County has fund a special poverty relief model, and the results of it was remarkable. Under this backgrand, the study research the current status of Fucheng County, analysis the experience and results, find the downside of it and put forward the suggestion to improve the level of poverty relief work and give some experiences for other places.The study use to collect the data for the method of sampling, on-site visits, document overview, quantity analysis, summarized method. This article use the theory of institutional change, the theory of human capital, the theory of scale economy and the theory of industrialized operation of agriculture to analysis the action and results in poverty relief work. The remarkable achievements of the poverty relief work of Fucheng County have been obtained,at the same time it still has some drawbacks.The successful experience of Fucheng County is not only for poverty relief funds but also rely on the domain of poverty relief. It’s worth to learn the experience of Fucheng County by finding a long-term target, making effect on agricultural modernization, and quicken the pace of modernization by commercial capital. Row intercropping is the planting way of Fucheng county which adopted by the rotation of crop planting patterns is more creative. This is a commendable experience can be learned. By changing the traditional stubble mode, it can improve the utilization of land resources and increase the income of the farmers. Although the result of poverty relief is effective, but still far from perfect. It include resist naturalism, brand of vegetables, number of leading enterprise and industrialized management. In this paper, to find some specific solutions for local industrial development suggestions through the analysis of imperfections.This study has certain innovation in the content and scope of the study and fund the imperfection palaces.This research can make up for the blank of domestic scholars on poverty relief and development of the Fucheng County. It also has very strong theory significance and the practical significance.
