The Industry Poverty-relief In Luoning Country Of Henan Province

Eliminating poverty and achieving prosperous progress in the society and economy are unswerving aims pursued by the governments and people of all countries in the world.In the past over 60 years since the founding of People's Republic of China and especially since the 3rd Plenary Session of the 11 th Central Committee of the Chinese Communist Party,the Chinese government and Chinese people have been promoting the opening and reform and modernized construction persistently,which substantially increases the national economic level,comprehensive national strength and people's living standards.In the meantime,remarkable achievements have been made in the poverty-reduction undertaking of China.Among 592 national poverty counties in China,most are located in mountainous and hilly regions.In this context,developing the poverty relief undertaking in mountainous regions becomes an important component of Chinese poverty relief undertaking.The Luoning County of Henan Province is located at the northern foot of Funiu Mountain Range in western Henan.In the county,mountainous and hilly areas account for 80% of the total area.With limited farming resources,the country has typical mountainous characteristics of the central region.Since the implementation of scientific and industrial poverty-relief development modes in Luoning County in 2011,the gross output values of Luoning County increased from 11.69451 billion yuan in 2011 to 15.82671 billion yuan in 2015.Calculated from the absolute value,the gross output values of Luoning County increased by 1.4 times within five years.With an increase of 11.4% than the last year,its gross output value increase ranked 7th among 17 evaluated units and was 2.2% higher than the average level in the whole city.In recent years,earth-shaking changes have taken place in Luoning County.The thesis analyzes the status quo of the industrial development and makes statistics of the gross production values,three industrial increase values,per-capita incomes and the changes in employed population of Luoning Country and several neighboring countries.It then compares Luoning County with neighboring countries to describe the achievements made after Luoning County implemented poverty-relief measures.Firstly,the thesis takes the year of 2010 as the boundary and compares the development statuses of Luoning Country between 2008 ~2010 and 2010 ~ 2014;next,it compares Luoning County with neighboring counties to describe the achievements made after Luoning County implemented poverty-relief measures.Later,the thesis analyzed from the achievements made in Luoning County's agriculture,industry,high-tech industry and cultural & tourist industries to describe the achievements made by Luoning County in recent years.The thesis is divided into five chapters and mainly discusses the selection of poverty-relief modes in Luoning County.Besides introducing research aims,research significance and relevant literature overview,Chapter I proposes the innovations in the thesis on the basis.Chapter II introduces the current status of industrial development in Luoning County between 2008 and 2014.On the basis,it analyzes the changes of the industrial structure,residents' incomes and labor force in Luoning County to describe the changes in economic development after Luoning County implemented its industrial poverty-relief measures.It later describes the achievements made after the implementation of industrial poverty-relief measures from the agricultural,industrial,high-tech,tourist and cultural aspects.Chapter III analyzes the poverty-relief modes of Luoning County,concludes these modes and analyzes their characteristics.These six modes are respectively: 1.Government-oriented driving mode;2.Giant enterprises' driving mode;3.Cooperation organization interaction mode;4.Modern garden driving mode;5.Elites and huge household mode.Based on the former analysis,Part IV proposes relevant advice and mainly describes from five aspects: 1.Enhance government's guiding role;2.Promote the development of leading enterprises and the farmer professional cooperative;3.Enhance the construction of modern parks;4.Accelerate the development of tourist and cultural industries;5.Strengthening the financial security;6.Promote the development of electronic commerce.Chapter ? propound some suggestion about how to develop the industrial poverty-relief in Luoning Country.
