| With the progression of the social economy and the continuous advance of the construction of new towns, rural residential areas are moving in the direction of conservation. There is a contradiction between trying to protect the quantity and quality of arable land. Presently the localities have launched village relocation, rural construction and other rural residential land consolidation activities. Due to the space-time allocation lack of theoretical and technical support there has been poor understanding of the overall importance of these projects. New problems have also arisen in the process of such consolidations. Scheduling, space layout, and a good grasp of the main influencing factors of rural residential land consolidation space-time allocation is the top priority of such projects. This paper focuses on Tangxian County(Hebei province), which has mountains as well as plains. This paper analyzes the influence of potential space-time allocation and regulation level of rural residential land consolidation space-time projects. It also establishes the urgent-suitability matrix through software means(GIS and SPSS).The main conclusions are as follows:(1) By referencing the evaluation method of agriculture consultation and field survey, this paper establishes a cultivated land quality evaluation index system for the rural residential land consolidations. The rural residential land consolidation suitability evaluation index system was built using the analytic method and the literature research method. It analyzes the level of rural resident renovation potential and suitability rating. Relevant calculation methods were used.(2) Based on influencing factors of rural residential land consolidation space-time allocation, this paper builds a urgent-suitability matrix according to the “law of minimum limiting factors†and studies the project’s scheduling and space layout. This paper has classifies and defines rural residential land consolidation planning period and measures the planning period according to the construction land supply plan results.(3) The rural residential land consolidation of Tangxian County can be divided into 3 parts. The short-term part includes the renovation of eight villages and towns(Gao Chang Xiang, Wang Jing Zheng, etc.). This comes out to a grand total of 4908.55 hm2 of rural residential area. There are 131 administrative villages. The total residential area average comes out to 37.48 hm2, and total consolidation quality potential comes to 1690.44 hm2. The midterm part includes ten villages(Chuan Li Zhen Yang Jiao Xiang, Shi Men Xiang,Qi Jia Zuo Xiang, Luo Zhuang Xiang,Jun Cheng Zhen, Bei Luo Zhen, Bao Shui Xiang, Ren Hou Zhen and Bei Dian Tou Zhen) involving 4720.15 hm2. There are a total of 185 adminstrative villages with an average rural area of 25.51 hm2 and a potential of 1235.85 hm2. The long-term project consists of two villages(Mi Cheng Xiang Da Yang Xiang). It has 678.06 hm2 of rural residential area with the average being 27.12 hm2. The total quality consolidation potential is 154.88 hm2.(4) The rural residential land consolidation is a long-term project. Rural residential consolidation requires long-term planning and has to be done step by step. It won’t be completed overnight. Calculations show that if planning period of I and II are considered it would take 272.24 and 234.28 years respectively. Even without considering the linked changes in proportion, assuming current assuming current urban construction land index all provide rural residential land consolidation, the planning period is still long. The planning period of III and IV are 68.52 and 58.99 years respectively. The results show the Chinese rural residential land consolidation potential is huge. It can meet the economic and social needs of the people for a long time. According to the current situation of land supply, it has the capability to supply what is necessary. China has been through a period of rapid population growth, but with shock index construction and population will fall back. So we can say that the current rural residential land consolidation replacement indicators can fully meet the requirements of the development of social economy in our country in the years to come. If it is implemented, it can greatly ease the current food security and arable land protection problem. |
