Potential Analysis And Countermeasures On Rural Residential Area Land Consolidation

At present, with the rapid development of industrialization and urbanization, rapid increase in urban population and steady decline in rural population. At the same time the urban land for construction purposes is in shortage and the rural settlements are serious in low efficiency used. Under the conditions of our country's more people and less land, the Arable land's reserve resources is in shortage, industrialization and urbanization which demand more land, so it should improve the level of the rural settlements construction, reasonable and orderly decrease the construction land, which also should make as land reserves and other resources, under the industrialization and urbanization, it would be reduced for the demand of the land's pressure, it also should be ensured that the goals of the amount of cultivated land not less than 1.2 billion hm~2, which will bevame a great strategic significance. This paper as an example of Feng xiang county Shaanxi province, firstly, analysis the rural settlement land consolidation at home and abroad, through field research, survey, used a combination of theory and empirical research methods, combining qualitative and quantitative policy analysis, studied the potential of rural settlements in land consolidation. Secondly referencing "Standard for planning of town", it could be sorted out about 2524.16hm~2 of land, referencing "Shaanxi Province Village Construction Planning Guidelines", with the low standards that can be sorted out about 2603.95hm~2 of land, high standards of land 5862.89hm~2, and it is possible to make intensive utilization of land. Thirdly pointing out some ways which are put forward in order to achieve intensive utilization. under the planning, policies: improve the preparation of the rural planning, establish the policy which is in favor of the of rural settlements' land consolidation; government should play a leading role in order to steady the scientific guidance and support to farmers; ensure one family one house; move and combine the rural settlements, achieve the goals of settlement intensification and the urbanization increased at the same time; establish the multi-funding mechanism which could deal with the problem of lack of funds in the process fo the rural settlements land consolidation.
