Research Of Rural Residential Land Consolidation Partition And Its Mode Based On The Farmers’ Wishes

In recent years, with the rapid development of Chinese economy and the acceleration of urbanization, the use of nonagricultural constructive land is steadily increasing and the scale of cities and towns is constantly expanding, which leads to the imbalance between supply and demand of construction land, enforcing great pressure on agricultural and arable land. Rural residential land consolidation is the important approach to the dynamic and qualitative balance of cultivated land and to controlling the gross of construction land, and is the important content of building a new socialist countryside. Nowadays, there are lots of problems in the use of rural residential land in our country, for example, the rural residential land lacks of scientific and effective constraints, which led to the large amount of land per capita, the villages’weak infrastructure construction, the disorder layout of the bullding, poor sanitation and so on. All these problems have seriously affected the "three rural " problem to be solved effectively and the improvement of famers produce life.Based on the researches of the rural residential in China and abroad and the studies of the related theories, the paper summarizes the present situation of rural residential areas landuse, calculates the consolidation potential and divides the consolidation areas. It studies the influence factors of famers’wishes in rural residential land consolidation as well. Furthermore, the paper selects different consolidation modes and summarizes their applicability combining with the above content and put forward the counterplans and measures of rural residential areas consolidation. The conclusions were as follow:(1)Taking18townships of Ganzhou District as evaluation units, the present situation of rural residential areas landuse is analized and the consolidation potential is calculated applying the method of constructive land standard per capita. Based on this, the comprehensive evaluation index system is established and the studied region is divided into five consolidation areas employing level screening method and ArcGIS. These five consolidation potential types including prior consolidation area, key consolidation area, moderate consolidation area, common consolidation area and meliorative consolidation area.(2)This paper analyzes the impact of interviewed famers’characteristics, basic family situation, current housing situation, consolidation cognition and consolidation desire on famers’wishes in rural residential land consolidation, using the peasant household survey statistcs of Ganzhou District in2011and adopting binary Logit model. The empirical results show that:age, family income and whether that can benefit from consolidation all have significant positive correlation with wishes of rural residential land consolidation, and the current housing construction structure, understanding of the land policy and planning and whether that can improve living conditions all have significant negative correlation with wishes of rural residential land consolidation; after analyzing the standard regression coefficient and the contribution degree of variables in the model, it is the family income has most influence and whether that can improve living conditions, age and whether that can benefit from consolidation have secondary influence. The current housing construction structure and understanding of the land policy and planning have relatively small influence.(3)The paper preliminary studies the rural residential land consolidation mode combining with the situation of the rural residential consolidation and study of the influence factors of famers’wishes in rural residential land consolidation, the mode of natural villages compression and concentration to the central village could be used in prior consolidation area and moderate consolidation area; the mode of village internal transformation and reconstruction of movement from other villages could be applied in key consolidation area; the common consolidation area can employ the mode of Central Village Construction and inside potentiality excavation; meliorative consolidation area can choose the mode of urban-rural integration.(4)On the basis of the study on potential calculation and partition, farmers’ wishes and mode of rural residential consolidation, the paper analyzes the problems of rural residential consolidation faced in Ganzhou bonding the actual situation and bring up the countermeasures and measures for rural residential areas consolidation wich provides important reference value for rural residential consolidation working smoothly.
