Study On The Development Of Farmers’ Professional Cooperatives Association

In recent years, the farmers’ professional cooperative has achieved initial results with a rapid development. But some objective problems have hindered its further development, and it fails to achieve the expected effect. Most of the cooperatives are small-scale, low efficient, poor self-disciplined; their service fields are relatively narrow, and their resources allocation is not reasonable. The similar cooperatives fight separately and compete mutually. Therefore, the weak position of farmers has not been fundamentally changed, and the competitive advantage of regional industries is also difficult to play. At present, the farmers’ professional cooperatives association develops gradually, and it achieved remarkable results to be one of the effective ways to change the status quo and to break through the bottleneck of cooperatives. However, the "the farmers’ professional cooperative law" did not make the legal definition of the cooperatives association, then the establishment and operation of farmers’ professional cooperatives association has no rules to follow. There is less domestic experts and scholars for the study of cooperatives association, so it has not formed systemic theory, resulting in the insufficient supply of the theory.This study utilizes documents method, questionnaire and interview survey method, quantitative analysis method, comprehensive analysis and case analysis method, combined with the relevant knowledge of economics and management science. It summarizes the domestic research status of farmers’ professional cooperatives association, defines the concept of farmers’ professional cooperatives association, analyzes the motivation of the establishment of the cooperatives association, summarizes the its organization form and regional regulations, combs its practical effect, and excavates the constraints of the cooperatives association. Also, the study describes the management mechanism of cooperatives association in detail, and gives specific analysis as the North Garden Cooperatives Association a typical case. Finally, it puts forward some corresponding countermeasures and suggestions.The results of the study show that, the establishment of farmers’ professional cooperatives association can achieve economies of scale, avoid vicious competition among cooperatives, and promote the vertical integration business. The cooperatives association has become the inevitable trend of the development of farmers’ professional cooperatives. According to the joint angles of the farmers’ professional cooperatives association, it includes the cooperatives association based on the same industry, based on the same area and based on the same business or service activities. According to the business characteristics, it can be divided into production cooperatives association, sales association and industry-chained association. In practice, the farmers’ professional cooperatives association has achieved the following effects: The production factors has been optimized, saving production costs; The industrial chain has been extended, and the industrial business is realized; The sales mode is innovated and it improves the income of the farmers; The member development is standardized, contributing to orderly competition. The restricting factors of farmers’ professional cooperatives association take on the following aspects: All sectors of society lack knowledge of the farmers’ professional cooperatives association; The laws and regulations are absent, and the policy support is insufficient; It lacks talents and funds; The internal management is loose, and the interests connecting is not close; the industry chain is short, attached to the enterprises.Some corresponding countermeasures and suggestions for the development of farmers’ professional cooperatives association has been put forward in this study: Firstly, the government can play a role in the development of cooperatives association. Secondly, the cooperatives association should strengthen the construction of itself; Thirdly, initiate social forces to promote the development of cooperatives association.The innovation of this research: one is defining the concept of the farmers’ professional cooperatives association and the farmers’ professional cooperatives union; second, this study summarizes the farmers’ professional cooperatives association’s organization form from different angles and combs its regulations in parts of the country in details giving a horizontal comparison. Also, this study gives in-depth analysis of cooperatives association’s management mechanism.
