Load rate embody that Electricity prices should rational reflect the cost of power supply. Because of the different costing for costumers, Electricity prices should be different. At the time the load rate should be effective enough to guide users improving the utilization rate of power equipment, reducing capacity, guiding the optimal allocation of resources and promoting the electric power enterprise transformation of the mode of growth.The research is mainly reflected in the five areas. Firstly, explain the principles and methods of optional load rate tariff. Based on the analysis of foreign control pricing theory, combined the idea of cost-plus pricing with demand-side management, the concept of optional load rate tariff have been proposed. Second, Collating and summarize the research and policy of domestic load factor option pricing, laid the foundation for the design of loading rate of tariff policy.Thirdly, The grid system capacity costs be apportioned among different classes of users and different voltage levels, the unit cost of capacity be apportioned between basic tariff and electricity price, Then complete the optional load rate tariff theoretical models designed and adjusted model design. Fourth, selecting the large industrial users sd province Using relevant data to Calculate and analyze designed alternative electricity load rate. The fifth, according to the results of the research, put forward concrete ind suitable suggestion to China’s actual situation of load rate tariff.This article has two main research results:firstly, according to the state electricity price reform we need to select loading rate first and propose the method of tariff calculation and adjustment. Although there are no loading rate electricity prices optional and selectable loading rate price of electricity price calculation method in our country, the main purpose of this article is creating innovative system in this respect. Secondly, designing user selectable loading rate of the industrial electricity price reform for SD province industry, and making recommendations for account policy considerations and implementation methods in the process of implementation for the new tariff system.
