As development of world economy, the demand of energy is growing and the problems of the environmental protection are becoming more and more serious. To adjust and optimize the energy structure and to realize the sustainable development is becoming the widespread focus of human society. Moreover, it is also becoming the core driving force of the power industry to realize the transformation of development.Under this background, the ability of efficiently adjust the system load of the power demand side management in smart grid is an important issue. As an important content of demand side management, load management produces an effect on users’ consumption behaviors such as power using time and energy consumption patterns. As completely manageable resource, the users’ power consumption behaviors play an important role in the balance of supply and demand, to ensure the reliability of the power system and so on. In this paper, the users’ load management problem is mainly analyzed based on the classification of users’ load pattern and load elasticity. The ultimate goal is to build load management optimization model which users participate in load interactions.Firstly, the typical load curve of a single user is extracted based on density clustering algorithm. A fast algorithm which considering load curve shape similar accuracy is used to determine the cluster number and cluster center, and the fuzzy c-means clustering algorithm is improved to get users’ load curve classification.Through classification, the load characteristic of all kinds of users is intuitively reflected.Secondly, according to users’ load shape classification and the concept of load time elasticity, the load which is lack of time adjustable characteristics is eliminated. At the same time, a kind of peak load rate adjustment shifting strategy is designed based on the time adjustable characteristics of load curve. Based on the load time elasticity, the optimal implementation plan and orderly power form is achieved to avoid too high peakand supply losses. Meanwhile, electric power enterprises and social benefits are maximized. Power users who have full load time elasticity, can promote the flexible interaction between the grid and users. Power users actively participate in the supply and demand balance and choose the optimal operation mode to reduce the peak load of power grid, keep the smoothness of load curve, and improve the stability and economy of the power grid.Finally, load management ultimate goal is to realize the effect of peak load shifting.Through the establishment of users and power companies’ interaction optimization model, the optimal load management is realized. The biggest advantage of this mode is the participation of demand side power resource. According to the characteristics of orderly power, the scientific power using arrangement is achieved. Combining with users’ load form feature, the influence of users’ life and work is reduced, and the enthusiasm of users to participate in demand response interaction is raised.
