| The international shipping center comes from the basic shipping services to high-end shipping service industry under the background of transformation. The modern shipping service system of evaluation is the important foundation of international shipping center.Since the Shanghai shipping center free trade zone open the shipping industry overall situation in 2013, but the chain of Shanghai shipping service industry development is still in the low-end, high-end shipping service ability is insufficient, shipping service system is not sound, Shanghai shipping center is not completely international shipping center.Shanghai had ranked first in the world since 2008 in cargo throughput and container throughput, but Shanghai’s shipping insurance premiums accounted for only 1 percent of global shipping, Shanghai’s shipping insurance premiums do not match with Shanghai cargo throughput and container throughput. It means that Shanghai shipping insurance industry lags behind the development of port container and cargo throughput, the shipping service capacity can’t meet the traffic port cargo, shipping services concentrated in low value-added downstream industry chain, Shanghai shipping center exits some problems which include shipping development structure is irrational, shipping service system is not prefect and so on. Especially there is not balanced between port container and cargo throughput and shipping insurance premiums.Since Shanghai shipping service evaluation system is not perfect, which can’t lead to Shanghai become an international shipping center in the full sense. This paper based on the current situation and problems of Shanghai shipping service development, drawing on the experience of development of domestic and international shipping services, combining with the Shanghai Shipping Situation shipping services development center, selecting the appropriate evaluation index, using structural equation modeling by AMOS17.0 softwareto assess whether the existing system must improve shipping services or not, combining different modes to select representative significance of shipping service system evaluation index, testing the key factors which affect the relationship between the shipping service system evaluation and the factors strength. Studies have shown that exist relevant significant positive correlation among shipping industry, shipping auxiliary industry,shipping derivatives services and economic factors. Economic factors and shipping derivatives services exits maximum correlation, followed by the shipping industry and economic factors, there are varying degrees of impact between the shipping industry and the shipping derivative services. Finally, in order to improve the shipping service system,we must to construct modern shipping service gathering area, optimize ecological soft shipping finance environment, accelerate the comprehensive performance of shipping services, bring up shipping high-end complex talents so that it can improve the existing system, to promote Shanghai to become an international shipping center in full sense. |
