Agriculture in China has been puzzled with problems like the low level of productivity, lack of competitiveness, unsustainable development. With the deepening of reform, agriculture is China’s short slab more than ever. We are in the era of transformation from the traditional agriculture to the modern one, cultivating the new agriculture management main body will make decisive significance in solving the issues of agriculture. Since the central NO.1 file of 2013 issued, the new agriculture management main body is running into the period of rapid growth nationwide. As the representative of advanced productivity in the agriculture of China, it is the main force to promote the agricultural modernization.Zhejiang province is one of the most advanced area in China, at the same time, is the reform pilot area. These years, with the steady economic growth and the tolerant policy environment, the new agriculture management main body is well-developed in Zhejiang province, which has made great improvement both in quality and quantity. Moreover, the family farm in Ningbo has become one of the five family farm models in China. The new agriculture management main body has showed a great advantage in promoting the agricultural management level, increasing income of farmer’s, upgrading the quality of the agricultural operator and standardizing market of agricultural products. Meanwhile, it has also exposed a lot of problems, which impedes the further development of the new agriculture management main body, so the multi-participation is needed for solving those problems.This paper, firstly, cards the process of the Zhejiang new agriculture management main body since our country was founded. Then perspective from the transaction cost theory, we categorizes it into three classes as farmer-self managing, farmer-cooperative managing, new market-oriented managing. Each one was sustained by cutting down the transaction cost. Based on which we using a large amount of data to give out the main characteristics in scale, brand, technology, information etc. In the meantime we differs them in organization type, land scale, the farmer’s education level, marketing etc. Simultaneously, through case-study we points out the shortage in supporting facilities, main body’s self-management, execution efficiency of supporting-agriculture policy of Zhejiang new agriculture management main body. Proposing several appropriate measures operably:(1) Creating a selection criteria in cultivating the new agriculture management main body by setting three main index, the profitability, the capital, the quality of farmers’, so that we can choose the suitable ones instead of sameness.(2) Establishing the flexible supervision system. We hold the idea that we can adjust the some classic principles while the basic ones keep unchanged, which we believe will release the new agriculture management main body’s energy.(3) Executing the supporting-agriculture policy more effectively. We questioned to build a system that formed by agricultural bureau (city) and agricultural station(country), by which the supporting-agriculture policy can be executed creatively, farmers be served in farmer-oriented way.In the end, according to the analysis above the paper gives out the reasonable research prospects on the new agriculture management main body of Zhejiang province.
