The Study Of The Problem Of Fresh Agricultural Products Cold Chain Logistics Development In Henan Province

Along with the improvement of living standards of society and the material conditions, fresh agricultural products are one of the important parts in daily life consumption. However, fresh agricultural products should not be a long time at room temperature preservation, with the nature of corrupt, deterioration. In order to ensure the safety of fresh agricultural products reaching the consumers, fresh agricultural products logistics requires the entire cold chain. The study of cold chain logistics in China started late. There are still many problems in the cold chain logistics: serious resource waste in the process of transportation; lack of uniform industry standard cold chain logistics; infrastructure construction is not perfect enough; the quality and safety of fresh agricultural products and frozen food cannot be guaranteed etc. As a result, fresh agricultural products cold chain logistics system for the development of agricultural products and the improvement of the agricultural products and the frozen food industry is of great significance. In terms of Henan province, Henan province is an agricultural big province, which has the rich agricultural resources. But the agricultural operational efficiency is low and the operation effect is not good. The main factors restricting the development of agricultural products are that logistics cost higher and the development of the cold chain logistics lag behind etc.Based on this, firstly the related concepts of fresh agricultural products cold chain logistics were defined, and the transaction cost theory and supply chain theory were combed, which lay the theoretical foundation for the following study; secondly, the relationship of the supply and demand for fresh agricultural products, the development present situation of fresh agricultural products electronic commerce, cold chain logistics development present situation and the analysis of existing problems in Henan province were analyzed. According to the analysis results of the analysis of construction of fresh agricultural products cold chain logistics of input and output index system. And finally, empirical analysis on development status of cold chain logistics was deal with by using the software of Max DEA 6.0 in 18 cities from 2009 to 2013 in Henan province.Through the operation analysis of input and output of cold chain logistics system in 18 cities of Henan Province from 2009 to 2013, comprehensive technical efficiency, pure technical efficiency, scale efficiency average in these five areas--Anyang City, Jiyuan City, Kaifeng City, Xuchang City and Zhoukou City reached 1, and the economies of scale invariant indicated that these five cities had achieved the DEA effective. The cold chain logistics resources got the effective disposition and reasonable use. And most of the other region’s efficiency was still lower than 1. It was still out of the state of DEA. Finally, according to the results of analysis of the fresh agricultural products cold chain in Henan Province, this paper put forward corresponding countermeasures and suggestions from the guidance of the government, cold chain logistics professional personnel training, infrastructure perfect, cold chain logistics system standardization.
