In today’s rapid development of knowledge economy and network era, high quality and innovative human capital is an important factor in a country which has a space for one person in the global economy. At present in our country, the shortage of human capital is the innovative human capital. It can not only change the production function and improve the production efficiency of enterprise, but also can bring new things, such as today’s cloud computing, big data, artificial intelligence and so on. Because the person is the innovation carrier, innovative human capital and innovation is a combination of people, as well as people and innovation is the core of economic growth, so, the innovative human capital plays a key role in the country’s economic growth. The study of the relationship between the innovative human capital and economic growth is the needs of the country, which is the need of social development. In this case, although it is more to study the relationship between the innovative human capital and a province or a country’s economic growth, it is relatively less to study the relationship between the innovative human capital and economic growth in the provinces and in an open economy. Based on endogenous growth theory of the Lucas, this paper uses the panel data model, and combines with the spatial econometric methods to explore the relationship between innovative human capital and economic growth in different opening situation.The introduction part includes the research background and significance, research contents and methods, research framework, innovation and inadequate. The possible innovation as follows: First, the author uses the panel data model and spatial econometric methods to explore the relationship of innovative human capital and Chinese economic growth. Most scholars researched mainly the relationship between the innovative human capital and economic growth through the time series model and panel data model. Second, the author establishes two different model of economic growth. The two models are used to measure the relationship between the innovative human capital and economic growth and their relationship in the opening economy. Third, the author studies the relationship between the innovative human capital and economic growth from four regions in China(East, northeast, central and western regions).The part of the literature review is divided into the following two aspects to discuss: First, the research achievements of domestic and foreign scholars on the relationship between innovative human capital and economic growth. Most of the scholars received that the innovative human capital promoted a country or region’s economic growth to a certain extent. Second, the research fruits of domestic and foreign scholars on the relationship between innovative human capital and economic growth in an open economic environment. Some scholars got that human capital and the opening to the outside world promoted a country or region’s economic growth; other scholars achieved open economy has affected the relationship between human capital and economic growth to a certain extent.The theoretical part of this paper includes the following four aspects: First, the definition of and innovative human capital. Namely human capital is a general term for people with the skills, knowledge and physical and so on, the innovative human capital is a kind of ability which can let unbalanced market to equilibrium market. Second, the measure of innovative human capital. At present, most scholars adopted higher education or the number of patent applications and the number of published papers to measured innovative human capital. Third, the mechanism of innovative human capital on economic growth( the influence of the knowledge and key element of innovative human capital and economic growth, the influence of industrial structure and innovative human capital, and the effect of innovation of human capital investment and employment). Fourth, the theory of economic growth. Be based on Lucas’ s endogenous economic growth model, the economic model is established for a three departments: research and development(innovation human capital), intermediate products and final production(innovative human capital).The empirical part of this paper: Taking Chinese panel data from 2001 to 2013 with 31 provinces as samples, the author uses OLS model, spatial lag model and spatial error model to test. First of all, the author analyzes spatial autocorrelation(global autocorrelation analysis and local spatial autocorrelation), achieving that 31 provinces of Chinese economic growth and the innovative human capital has spatial agglomeration effect and spatial dependence, and the cluster type of economic growth of our country are mainly “high concentration” and “low agglomeration”. Then the author uses OLS method, SLM method, SEM method to test the basic model(the relationship between innovative human capital and economic growth) and opening to the outside world model. Finally, from the angel of the four regions(East, northeast, central, west), OLS panel data model are established. The results show like following: first, the introduction of spatial factor has relatively well persuasive to explain the spatial model. Second, innovative human capital stocks are still relatively low in Chinese provinces. Third, positive correlation coefficient of between the degree of openness and economic growth in China is greater than one of the innovative human capital and economic growth. Fourth, on the degree of openness and innovation of human capital, the western region is the lowest, the eastern region is the highest, and the higher the degree of opening to the outside world, the innovative human capital is greater impact on economic growth.The conclusion of this paper has the following content: First, through the analysis of the background of innovation and the existing literature, the author gets the more research of relationship between human capital and economic growth and opening to the outside world, the less research of impact on the economic growth of the innovative human capital research under the open economy. Second, through the analysis of Pete’s theory of innovation and Schultz’s innovative human capital,the author achieves the innovative human capital is a kind of scarce resources innovation ability, and it plays a key role in each country or region. Third, based on the Lucas model of endogenous economic growth, the author establishes an economic growth model of the three sectors, and gets that innovative human capital improves the rate of economic growth mainly by increasing R & D innovation talents and the scientific research ability and the local R & D technology and absorptive capacity of knowledge. Fourth, applying the panel data and spatial econometric methods, the author acquires that our country’s stock of human capital and innovation awareness is not enough, leading to the low innovative human capital stock in each province in our country, as well as there are different degrees of opening to the outside world in various regions, causing different intensities of innovative human capital to economic growth.
