The Empirical Study On The Impact Which Innovative Human Capital Exert On Gansu Province’s Economic Growth

Human capital,called as the "engine" of economic development,has a deep relation with the economic development, and it has become an important factor which could be responsible for the discrepancy of economic development between eastern region and western region in China.At present, many studies subdivide the relatively macro concept "human capital", and those economists believe that the innovative human capital is just the core and the most active part in the human capital, they study the role which the innovative human capital paly in the process of the whole nation and certain regions’economic constrvetion, and give policy and recommendations correspondingly. Given the fact of unbalance of regional economic development in China, these provinces who have lagged behind relatively in economic development should consider more the impact of innovative human capital on the grouth of economy to catch up with the developed provinces. This paper take Gansu province for example and focus on how innovative human capital influence the grouth of economy of relatively poor western Gansu province.This paper analyzes on a chain of idea of "human capital theory-definition of the innovative human capital-the present status of economic development in Gansu Province and measure of the innovative human capital-The empirical study of innovative human capital’s influence on economic growth in Gansu province-policy recommendations-Summary and Outlook". First of all, this paper define the innovative human capital based on numerous statements on innovation in human capital research, regarding that the innovative human capital should have the following natures, such as, the reserve of innovative knowledge, the ability to conduct innovation, building a new production function, or improvly the formmer production function this paper tries to characterize innovative human capital by the innovative knowledge reserve, significant creative nature as well as its quality of building a new production function, or increasing marginal return, and soon. Second, this paper summuries a comprehensive way to measure the innovative human capital by drawing on previons experience, and above education, numbers of innovative papers and paterns as the human capital which commonly used measure of human capital. Third, this paper briefly depicts the actual situation of economic development and the human capital of Gansu Province,makes an estimate of human capital of Gansu from1995to2010. Finally, this paper works empirical reserch on impact of reserve of innovative human capital and level of innovative human capital on economic growth in Gansu province respectively. The conclusion is that the impact of reserve of innovative human capital on economic is obvious, however, the impact that the level of level of innovative human capital exerts on economic growth is limited, because the lever of innovative human capital is relatively lower, therefore, some recommendations of making human resource plan and stratege are made in accordance with above conclusion. It is believed that this paper possess certain referential value for sustained economic growth of Gansu Province.
