Research On Regional Agricultural Circulation Economy Development Under New Agricultural Management System

Agricultural is the basic industry, and its production is foundation to maintain the existence of human being and the most important source of industry material. As our country(china), there have more than 1.3billion populations, and most of them are farmers. Keeping the main agricultural productions is a challenge of agricultural development and a primary of agricultural policy. In decades, “Three rural problems” is always to be focused by policy makers. In the age of economic take-off, the development model of high investment, energy-intensive, highly polluting directly results to the shortage of resources, environmental pollution and ecological deterioration, which has great negative influence on sustainable development of economics. so we have to change this one-way model into a Circulation patterns to keep the agricultural development.Under this background, the party’s 18 th conference offered to "build intensive, specialization, organization, socialization of combining the new agricultural management system". It is impossible for Agricultural circular economy to achieve this point, which adhering to the sustainable development thought and circulation economic theory, and using the method of ecological engineering, realized the agriculture by-product recycling, effectively solve the dual contradiction of agricultural production and agricultural environment pollution, increase farmers’ income, and a series of problems, finally realizes the agricultural ecological virtuous circle and sustainable development of agriculture. Agriculture circulation economy is emphasized on the recycling of produce waste, implemented “resources- products output- pollution discharge” to “resources- products- resources “, and then forms a closed loop, so as to achieve the effect of zero emissions, zero pollution. Therefore, the agricultural circular economy is the trend of world’s agricultural development.Recently, Bazhong city has carried on many practices to build the mountains green ecotype modern agriculture. Government pay more attention to the top-level design; based on local agricultural resources to promote agricultural industrialization, intensive development, strengthening agricultural products quality control, then rely on the system innovation to develop agricultural production and increase farmers’ income from the production and market. Under good top-level design, the relevant departments establish an effective incentive mechanism and farmland use rights transfer mechanism, support enterprises to the centralized management of farmland through the establishing of park. After years of exploration and practice, the city had the further understanding of agricultural circular economy, and formed a consensus for the local development of agricultural circular economy. Therefore, it is most important to further summarize the experience of the development of regional agricultural circular in Bazhong city.This article is divided into five sections following the cognitive rules of "general- special- general". The first is introduction, which is to describe research background, significance, ideas contents, and methods; the second is the literature review and theoretical analysis, which is to make a foundation for our paper; the third is to analysis the real situation of agriculture circulation economy development in Bazhong city; the forth is the construction of Bazhong agricultural recycling economy development model. The last is the research conclusion and the future prospects.Finally, this paper is mainly based on the theory of circular economy, attempt to finds some breakpoint different from other researchers’ perspective and method, then summarizing existing literatures and assembling with the theory of economics, engineering, ecology and other, discipline s and try to construct a primary model for Bazhong city to lead the agricultural cycle economics development. But for many other factors which cannot control, it is hard for this paper to avoid a number of deficiencies, such as the difference of the actual situation around the specific mode of agricultural circular economy and conclusion whether or how by extension still stay within the scope of inspection. Meanwhile, this model is just a primary production, it is impossible of us to test it without valid data and experience. But if the subsequent scholars devote time and energy to make further exploration, cast off the yoke of the normative statements, and based on the real situation of different area, then gradually make up the defects and build an effective model.
