Research On Location Choices And Improving Path Of Agricultural Leading Enterprises’ Cluster Development

As is known to us, agriculture is the foundation of the country, the development of agriculture is related to the overall situation of China’s modernization, the rise and fall of agriculture affect social stability of China’s economy.And the development of agricultural enterprises have a key role for efficient management of agriculture, leading enterprises are the bridge and link to farmers and market.For this reason, in recent years, the State Council attached great importance to fostering the growth of enterprises, encourage enterprises to cluster development, enhance competitiveness of the regional economy.Enterprise is the most basic micro-economic units, research on the regional decision-making behavior of managers can be provided for the layout optimization of the agricultural parks layout and for the development of enterprise clusters. Based on previous studies at micro-perspective of enterprise, leading enterprises cluster development location choice model is established. Taking semi-structured interviews and questionnaires, a sample survey of enterprises in Yangling, Weinan, Wuzhong, Yinchuan, Dingxi and Tianshui National Agricultural Technology Park is conducted. Leading enterprises cluster development location choice mechanism is verified from the following aspects:the geographical location, the policy environment, industry environment and campus environment. The results show that:leading enterprises cluster development location choice is directly and indirectly affected by four above variables. On the appearance, influence of leading enterprises cluster development location factors have a direct effect of strength followed by industrial environment> policy environment> geographical location> campus environment; in essence, he heterogeneity of the geographical location formed a special environment policy, and both also through chain channels formed the difference of industrial environmental and the superiority of campus environment, and thus have different effects on the behavior of regional decision-making by managers, the strength of the overall effect factors, which influence the development of leading enterprises cluster selection, from the geographical location>the policy environment>the industry environment and the environment of the park decrease successively.In this study, according to the ideas and strategies about "one body, two paths", and proposed an upgrade path to promote the cluster development of leading enterprises in Shaanxi-Gansu-Ningxia Region. Namely enterprises cluster development as the main body, from the "Top-down" path and the "Bottom-up" two paths, conduct a detailed analysis by case. The former, the proposed system of local governments to increase innovation and policy support, and the management committee of agricultural science and technology park to scientific and rational planning, improve infrastructure, accelerate the land transfer, provide flexibility for the land, cultivate innovation and improve the overall strength. The latter, the organization proposed to construct a reasonable model, Leading enterprises to extend its chain, and strengthen the division of labor and cooperation, build brand, improve the new agricultural social service system. Finally, it is important to state that theif relationship is neither isolated nor are parallel, but complementary to each other, in their combined action of promoting the cluster development of leading enterprises.
