Due to the housing problems of low-income people is related to the residents living, national economic development and social stability. Public Rental Housing as a form of indemnificatory housings, which have large coverage, flexible, sustainable development and other advantages. Development of Public Rental Housing need to insist as one housing system in our country for a long time.The contradiction between large construction projects and financial capital brings the huge financial pressure for the government. Social capital can be applied to Public Rental Housing construction with BT mode, It will play an important role with reducing the pressure on the government’s finance and improving the specialization level of Public Rental Housing construction, and improving the management level of enterprises. Analysis of BT repurchase program in perspective of Public Rental Housing’s sustainable construction not only affect the enterprise’s participation interest, influence whether the government can recover the repurchase price in operation but also can overcome the randomness of setting the price.In this paper, aiming at the existing problems in the Public Rental Housing development, and combining the characteristics of BT Financing Model, studies Buyback Plan of the Public Rental Housing of BT Financing Model’s identification and optimization with the Angle of sustainable development. Firstly, this paper defined the Public Rental Housing, BT Financing Model and relevant theoretical foundations; Secondly, recognize the problems of the Public Rental Housing sustainable development, the feasibility of the BT mode application in the construction of Public Rental Housing, the operation subjects of the BT project, the relationship between different contracts, and clarify the key point of the buyback plan, formulate the decision criterion of optimal buyback plan; Third, Through the review of public housing sustainable development theory, this paper established A BT financing sustainable model for the sustainable development of China’s public rental housing problems l, and do the identification analysis of key factors in the model; Fourth, aiming at the certain ambiguity of the repurchase price of the buyback plan, define the components of the repurchase price and return on investment, build the mathematical model of the public rental housing’s repurchase price by using the Monte Carlo Model under the influence of risk factors, confirm the BT project investment income level by the method of CAPM, thus, to determine the return on investment with different types of repurchase payment, and determine the risk coefficient of CAPM by using the analytic hierarchy process(AHP) and fuzzy mathematics method; Fifth, this paper brought to analysis of the Public Rental Housing’s operation income, and according to the model of Public Rental Housing sustainable construction to put forward the method of optimal buyback plan; Finally, determine the optimal buyback plan through sustainable model and dynamic analysis of the repurchase price and operating income. As an example of Chongqing’s most famous public rental housing "Minxin garden" project.
