Industrial structure optimization is an important factor of regional development, the growth of the economy, to a large extent, depends on the degree of the adjustment of industrial structure optimization. The optimization of industrial structure is the important guarantee of sustainable and healthy development of national economy. China is in economic transition period, in order to realize effective economic growth, efficient allocation of resources and adjust the industrial structure becomes the important way of transformation of the pattern of economic development.Fujian Province is one of the more developed provinces along the coast of China, after the economic reform and openning-up policy, the economic grouth of Fuijan rapidly, the industrial structure optimized constantly, but Fujian’s economic development still fell behind than the other developed Provinces. The industrial structure, especially the internal development imbalance has been manifest. The second industry is still in the lead to GDP of the three industries, the second industry is still the main constitution in Fujian’s economy, the rationalization of the internal of industrial optimization is very important. This thesis analyzes the internal structure of the second industry in Fujian Province, establish the econometric model to analyze this problem. Based on the results, puts forward the concrete policy and suggestion to optimize the structure of the second industry in Fujian Province.The main content of thesis is procided into the following three aspects: firstly, expounded the historical roots of the industrial structure, summarized the situation of demestis and international theories about industrial structure and the problem that existed in the theories, this work provided a theoretical basis to the research of Fujian’s industrial. Secondly, introduces the methods to this problem, the single output average frontier model, the multiple output average frontier model, the single output stochastic frontier model, the multiple output stochastic frontier model respectively, discussed the impact of rhese models in the practical application and the possible probles, consider the processing method can be used. For the actual data in the muiticollinearity, introduces the partial least squares theory and menthod to solve it particularly, uses the single output average frontier model and the multiple output average frontier model to estimate the output elasticity of capital and labor. Finally, according to the two results of the model, analyzes the contribution of capital marginal to the total output and configuration of capital investment respectively. In fact, the analysis results of the two model are basically identical. The output elasticity of capital is greater than the output elasticity of the labor force in the first three industry, the output elasticity is greater than the output elasticity of capital. This means the first three industrial’s economic grouth mainly depends on capital investment and the economic grouth of the construction depends on the laber input relative to capital investment.By analysis, the research concluded that: capital investment should be flow to that industry where the capital marginal contribution to total output is a growing trend, increase the capital investment of manufacturing appropriately and maintain the other industry’s capital investment. Combined with unreasonable problems of the second industry’s internal structure of Fujian Province, put fowords adjustment measures to optimization of industrial structure in Fujian province and theoretical basis to optimize the internal of the second industrial structure of Fujian Province.
